Turning the Word Upside Down: How Cantillon Redefined the Entrepreneur Mark Thornton Abstract: The word entrepreneur originally meant someone who is active, risky, and even violent. In the sixteenth and seventeenth centuries it was used to denote a contractor who built large structures and fortifications for the government or provided supplies for the military for a contracted price but largely uncertain future costs. In contrast, Cantillon (1755) defined the entrepreneur as someone buying goods and resources at current market prices to be sold in the future at uncertain prices. His definition was adopted by the leading French economists of the time, and as a result it eventually became the common usage of the term, as will be seen in a sample of French dictionaries over time. In this remarkable and largely unrecognized transformation, Cantillon essentially turned the word upside down. Cantillon’s entrepreneur was self-regulating on the basis of profit and loss, and thus became the foundation on which he was able to construct theories and models of the market economy, which we know as economic theory. His definition is essentially that of Frank Knight and Ludwig von Mises, so it has important implications for the development of the Chicago and Austrian schools of economics. https://mises.org/library/turning-word-upside-down-how-cantillon-redefined-entrepreneur --------------------------------------------------------------------------------------------------------

TOO MUCH WIND! 10 Wind Turbine Fails https://youtu.be/nemy4TD4I3A ------------------------------------------------------------------------------------------------------- The Long Telegram의 바이든 짝퉁버젼 The Longer Telegram/헌터 바이든의 횡설 수설 비망록 박상후의 문명개화 미국의 씽크탱크 Atlnatic Council에서 The Longer Telegram이란 외교보고서를 내놨습니다. William Graham Sumner Was No "Social Darwinist" David Gordon One of the first free market books I read, back in the early 1960s, was William Graham Sumner’s What Social Classes Owe Each Other. The book originally appeared in 1883. It is often smeared for its “social Darwinism.” According to this interpretation, Sumner thinks that people must struggle with each other in order to live. Humanity will progress if the “fittest,” that is, the strongest, win out, and the weak are left to fall by the wayside. I’ll try to show that this isn’t what he says. To the contrary, he gives a forceful and effective defense of the free market, along lines that will be familiar to readers of Mises and Rothbard. Sumner’s key point is not that people struggle with each other, but rather that people need to provide for themselves in order to live. To do this they must organize themselves in a society: people would not be able to survive if they tried to live on their own. And there are two basic types of society, ones organized by status and by contract. In the Middle Ages men were united by custom and prescription into associations, ranks, guilds, and communities of various kinds. These ties endured as long as life lasted. Consequently society was dependent, throughout all its details, on status, and the tie, or bond, was sentimental. In our modern state, and in the United States more than anywhere else, the social structure is based on contract, and status is of the least importance. Contract, however, is rational—even rationalistic. It is also realistic, cold, and matter-of-fact. Which one of these types is better? Sumner’s answer is that although a status society has its good points, we cannot go back to it; and this is a fortunate thing, because people are far better off in a society based on contract. That we have lost some grace and elegance is undeniable. That life once held more poetry and romance is true enough. But it seems impossible that any one who has studied the matter should doubt that we have gained immeasurably, and that our farther gains lie in going forward, not in going backward. The feudal ties can never be restored. If they could be restored they would bring back personal caprice, favoritism, sycophancy, and intrigue. A society based on contract is a society of free and independent men, who form ties without favor or obligation, and co-operate without cringing or intrigue. A society based on contract, therefore, gives the utmost room and chance for individual development, and for all the self-reliance and dignity of a free man. The secret to the success of a contract society, and here the similarity to Mises is unmistakable, is that this permits large accumulations of capital to occur. This is the only way the standard of living of the average worker can in the long run be increased. So from the first step that man made above the brute the thing which made his civilization possible was capital. Every step of capital won made the next step possible, up to the present hour. Not a step has been or can be made without capital. It is labor accumulated, multiplied into itself—raised to a higher power, as the mathematicians say. The locomotive is only possible today because, from the flint-knife up, one achievement has been multiplied into another through thousands of generations. We cannot now stir a step in our life without capital. We cannot build a school, a hospital, a church, or employ a missionary society, without capital, any more than we could build a palace or a factory without capital. We have ourselves, and we have the earth; the thing which limits what we can do is the third requisite—capital. Capital is force, human energy stored or accumulated, and very few people ever come to appreciate its importance to civilized life. We get so used to it that we do not see its use. But what about those who are unable to take care of themselves? Doesn’t society have a responsibility to provide for them? It’s from his answer to this question that Sumner’s reputation for social Darwinism arises. He starts his answer with another point that will be familiar to all Misesians and Rothbardians. Society doesn’t exist independently of the individuals in it. To say that “society” must provide for the poor and weak is to say that some people (the “haves”) should be compelled by others to do so. A person included among the haves “is the one who bears the penalty. But he is the Forgotten Man. He passes by and is never noticed, because he has behaved himself, fulfilled his contracts, and asked for nothing.” He continues the argument by pointing out that the state, which produces nothing, turns people into slaves by taking money from them. The capital which, as we have seen, is the condition of all welfare on earth, the fortification of existence, and the means of growth, is an object of cupidity. Some want to get it without paying the price of industry and economy. In ancient times they made use of force. They organized bands of robbers. They plundered laborers and merchants. Chief of all, however, they found that means of robbery which consisted in gaining control of the civil organization—the State—and using its poetry and romance as a glamour under cover of which they made robbery lawful….Now, if there are groups of people who have a claim to other people's labor and self-denial, and if there are other people whose labor and self-denial are liable to be claimed by the first groups, then there certainly are “classes,” and classes of the oldest and most vicious type. For a man who can command another man's labor and self-denial for the support of his own existence is a privileged person of the highest species conceivable on earth. Princes and paupers meet on this plane, and no other men are on it all. On the other hand, a man whose labor and self-denial may be diverted from his maintenance to that of some other man is not a free man, and approaches more or less toward the position of a slave. Sumner does not object to helping others. What he emphasizes is that it should be up to each productive individual to decide how much to aid other people. Furthermore, it ought to be distinctly perceived that any charitable and benevolent effort which any man desires to make voluntarily, to see if he can do any good, lies entirely beyond the field of discussion. It would be as impertinent to prevent his effort as it is to force cooperation in an effort on some one who does not want to participate in it. What I choose to do by way of exercising my own sympathies under my own reason and conscience is one thing; what another man forces me to do of a sympathetic character, because his reason and conscience approve of it, is quite another thing. Moreover, it is good for people to help each other. “Men, therefore, owe to men, in the chances and perils of this life, aid and sympathy, on account of the common participation in human frailty and folly.” Sumner does think, though, that people should be careful about whom they help. It is better, in his view, to help those who have good prospects of bettering themselves than to help the incorrigible. A Caricature of Classical Liberalism: It's All about Individualism and Materialism David Gordon The Lost History of Liberalism: From Ancient Rome to the Twenty-First Century by Helena Rosenblatt Princeton University Press, 2018 xii + 348 pages Helena Rosenblatt, a historian who teaches at the Graduate Center, City University of New York, has written a valuable history of liberalism that is disfigured by her bias against the free market and its advocates. She aims to provide a word history of liberalism. I feel certain that if we don’t pay attention to the actual use of the word, the histories we tell will inevitably be different and even conflicting….My approach leads to some surprising discoveries. One is the centrality of France to the history of liberalism….Another discovery is the importance of Germany, whose contributions to the history of liberalism are usually underplayed, if not completely ignored. (p. 3, emphasis in original) She is an authority on French political thought and has written well-received books on Benjamin Constant and Jean-Jacques Rousseau, but this book ranges widely from Cicero to the present. She is particularly anxious to combat the view that equates liberalism with self-interest and individual rights, which is a very recent development in the history of liberalism. It is the product of the wars of the twentieth century and especially the fear of totalitarianism during the Cold War. For centuries before this, being liberal meant. . .being a giving and civic-minded citizen; it meant understanding one’s connectedness to other citizens and acting in ways conducive to the common good. (p. 4) In what follows, I shall give examples of the insights of this erudite author but also of her many mistakes, by no means limited to the bias mentioned above. An example of both insight and error occurs in the first chapter of the book. She tells us that liberalitas (liberality) meant to Seneca and Cicero the magnanimous behavior appropriate to a free citizen. This was an aristocratic notion, but by the time of the Enlightenment its meaning had broadened. “Its scope was expanded and, in some sense, democratized. It now became possible to speak not only of liberal individuals, but of liberal sentiments, ideas, and ways of thinking” (p. 26, emphasis in original). One of these extensions of liberality was “fostering religious toleration” (p. 27). Rosenblatt rightly mentions in this connection John Locke, but she ignores Pierre Bayle, with Locke the key defender of religious toleration in the seventeenth century. The omission is ironic in view of her complaint that accounts of liberalism downplay the importance of French and German authors. She gives an excellent account of Constant. Constant had learned the lessons of the Terror and Napoleon’s authoritarian rule. He had seen how easily popular sovereignty could ally itself with dictatorship. One of his main goals, therefore, was to prevent a dictatorship based on popular sovereignty from masquerading as a liberal regime. It was less the form of government that mattered…than the amount. (pp. 65–66, emphasis in original) Later, she notes that Constant was a “laissez-faire liberal,” although he did not rule out all government intervention in the economy. She complains that after World War II, “Constant’s defense of individual rights was emphasized above all his other concerns. His efforts at state building and constant worries about morals, religion, and ‘perfectibility’ were downplayed or completely ignored” (p. 273). Constant was not a “radical individualist,” as some of his twentieth-century interpreters take him to be. So far, so good; but in a lecture on Constant given shortly before her book appeared, Rosenblatt attacked Ralph Raico as among those who wrongly viewed Constant as an antisocial “individualist” (the discussion of Raico occurs around 24:00). Had she read Raico’s article on Constant rather than the title of the journal in which the article first appeared, the New Individualist Review, she would have seen that his account of Constant is similar to her own. He too stresses “the development and enrichment of personality” and in fact quotes Constant as saying, “it is not for happiness alone, it is for self-perfectioning that destiny calls us.” The process of self-perfectioning, Raico emphasizes, takes place through various social institutions. Perhaps, though, I am unfair to Rosenblatt. There is nothing about Raico in the book, though the surrounding material in the lecture makes it to the text; maybe she actually read his article and decided to omit him from her list of miscreants. The curious pattern of insight and omission continues. She mentions the “history of liberalism written by the Prussian professor of philosophy Wilhelm Traugott Krug in 1823,” (p. 78), but nowhere in the book does she discuss Wilhelm von Humboldt, perhaps the greatest of all German classical liberals. His The Limits of State Action is far more important than Krug’s book. (Krug, by the way, is best known for his challenge to Schelling to deduce the existence of his pen.) In her account of the new versus the old liberals, she deserves great credit for pointing out that some of those who wished to unshackle the state from the limits of laissez-faire defended forced sterilization. [John A.] Hobson, one of the most respected liberal theorists of his time, supported the prevention of “anti-social procreation.”…In America too, progressives from Richard Ely and Herbert Croly to Woodrow Wilson were enthusiastic advocates of eugenics…in 1911, then New Jersey governor Wilson signed the state’s forcible sterilization legislation, which targeted “the hopelessly defective and criminal classes.” (p. 237) Rosenblatt devotes considerable attention to the battles over education and other matters between various liberals and the Catholic Church. In the course of her discussion, she says, “In 1854, Pius [IX] announced the doctrine of the Immaculate Conception, by which the Virgin Mary was declared free of sin” (p. 140). That is not correct. The Immaculate Conception is the doctrine that Mary was, from the moment of her conception, free from the stain of original sin. This is not the same doctrine as the sinlessness of Mary. When she reaches the twentieth century, things worsen. Rosenblatt says about Mises, In his book Liberalism, published in 1927, the influential Austrian economist Ludwig von Mises lamented the disputes over the meaning of the word. True liberalism, he insisted, was not about any humanitarian objectives, however noble they might be. Liberalism had nothing else in mind than the advancement of a people’s material welfare. Its central concepts were private property, freedom and peace. Anything beyond that was “socialism,” for which Mises had only disdain. Those who thought that liberalism had something to do with spreading humanity and magnanimity were “pseudo liberals.” (p. 260) This is a misleading summary of what Mises says. Rosenblatt makes it seem as if Mises had no concerns beyond material well-being. But he in fact says, Every ideology—aside from a few cynical schools of thought—believes that it is championing humanity, magnanimity, real freedom, etc. What distinguishes one social doctrine from another is not the ultimate goal of universal human happiness, which they all aim at, but the way by which they seek to attain this end. The characteristic feature of liberalism is that it proposes to reach it by way of private ownership of the means of production. Further, contrary to Rosenblatt, one doesn’t for Mises become a pseudoliberal just by thinking liberalism has to do with spreading humanity and magnanimity. What makes one a pseudoliberal is that one favors socialism or interventionism. “Almost all who call themselves ‘liberals’ today decline to profess themselves in favor of private ownership of the means of production and advocate measures partly socialist and partly interventionist.” In her relentless pursuit of the “individualists” who exalt self-interest, John Rawls, of all people, becomes a target. She says, For the sake of argument, Rawls posited a group of self-interested but also rational individuals and showed that such persons—endeavoring to maximize their advantages in conditions of uncertainty—would choose not a laissez-faire society but the welfare state. In so arguing, he was, in a sense, turning a conservative and rights-based argument around against itself. In the process, however, he suggested that there was little need for any deliberate promotion of the common good for a liberal society to work. There was no need to worry about overcoming man’s selfish impulses. It had become okay to be selfish. (p. 273) That is a travesty. Rawls’s original position is a thought experiment, and the motives ascribed to people within it are not intended as guides to conduct in the actual world. Rawls, for better or worse, was as “public spirited” as they come. It is of less importance that she also misrepresents the aims of those in the original position. She is also grievously in error about Hayek’s The Road to Serfdom. A reader of her account of the book (p. 263) would never guess that Hayek supports a modest welfare state. Eric Voegelin was not a Catholic (p. 271). She is also wrong to say of Herbert Hoover that “Despite the economic catastrophe, he continued to defend the laissez-faire version of liberalism well into the 1940s.” This confuses Hoover’s free market rhetoric with the reality of his policies, which in many respects prefigured Franklin Roosevelt’s New Deal. Rosenblatt would benefit from reading Murray Rothbard’s America’s Great Depression, if she were willing to study its central argument in addition to consigning its author to the circle of hell where individualists reside. ---------------------------------------------------------------------------------------------

-----------------------------------------------------------------------------------------

There Is No "Optimum" Growth Rate for the Money Supply Frank Shostak Most economists hold that a growing economy requires a growing money stock on the grounds that growth gives rise to a greater demand for money that must be accommodated. Failing to do so, it is maintained, will lead to a decline in the prices of goods and services, which in turn will destabilize the economy and lead to an economic recession or, even worse, depression. Since growth in money supply is of such importance, it is not surprising that economists are continuously searching for the right, or the optimum, growth rate of the money supply. Some economists who are the followers of Milton Friedman—also known as monetarists—want the central bank to target the money supply growth rate to a fixed percentage. They hold that if this percentage is maintained over a prolonged period of time it will usher in an era of economic stability. The idea that money must grow in order to support economic growth gives the impression that money somehow sustains economic activity. However, money's main job is simply to fulfill the role of the medium of exchange. Money does not sustain or fund economic activity. The means of sustenance, or funding, is provided by saved final consumer goods. By fulfilling its role as the medium of exchange, money just facilitates the flow of goods and services between producers and consumers. Historically, many different goods have been used as the medium of exchange. On this, Mises observed that over time there would be an inevitable tendency for the less marketable of the series of goods used as media of exchange to be one by one rejected until at last only a single commodity remained, which was universally employed as a medium of exchange; in a word, money. Through the ongoing process of selection over thousands of years, people settled on gold as their preferred general medium of exchange. Most economists, while accepting this historical evolution, cast doubt on the idea that gold can fulfill the role of money in the modern world. It is held that, relative to the growing demand for money because of growing economies, the supply of gold is not adequate. Furthermore, if one takes into account the fact that a large portion of gold mined is used for jewelry and various industrial purposes, this leaves the stock of money almost unchanged. In this way of thinking, the free market, by failing to provide enough gold, is likely to cause money supply shortages. This, in turn, runs the risk of destabilizing the economy. Hence most economists, even those who express sympathy toward the idea of a free market, endorse the view that the money supply must be controlled by the government. What Do We Mean by Demand for Money? Much of this theory is built on a misconception. Demand for money is not demand for a larger amount of money. Rather, when we talk about demand for money, what we really mean is the demand for money's purchasing power. After all, people do not want a greater amount of money in their pockets; what they want is a greater purchasing power. In a free market, in similarity to other goods, the price of money is determined by supply and demand. If there is less money, its exchange value will increase. Conversely, the exchange value will fall when there is more money. Within the framework of a free market there cannot be such thing as "too little" or "too much" money. As long as the market is allowed to clear, no shortage or surplus of money can emerge. Once the market has chosen a particular commodity as money, the given stock of this commodity will always be sufficient to secure the services that money provides. Hence, in a free market, the whole idea of an optimum growth rate of money is absurd. According to Mises: the services which money renders can be neither improved nor repaired by changing the supply of money….The quantity of money available in the whole economy is always sufficient to secure for everybody all that money does and can do. How can we be sure that the supply of a selected commodity as money will not start rapidly expanding because of unforeseen events? Would it not undermine people's well-being? If this were to happen, then people would probably abandon this commodity and settle on some other commodity. Individuals who are striving to preserve their lives and well-being will not choose a commodity that is subject to a decline in purchasing power as money. Printing Money to Save an Unstable Banking System So, the problem does not stem from the fact the market supposedly requires more money than is available. Under our current system of constant new injections of money, it appears that the central bank is "managing" the monetary system and enhancing the economy by increasing the money supply. The truth, however, is something else: initially, the present paper monetary system emerged because central authorities made it legal for the overissued banks not to redeem paper certificates into gold. Nowadays, this system must be sustained as a fractional-reserve fiat-money system. To manage the system, the central bank must constantly create money "out of thin air" to prevent banks from bankrupting each other during the clearing of checks. This leads to persistent declines in money's purchasing power, which destabilizes the entire monetary system. Since the present monetary system is fundamentally unstable, the central bank is compelled to print money out of thin air to prevent the collapse of the system. (Again, the present monetary system emerged because the government allowed banks to issue certificates unbacked by gold). It does not really matter what scheme the central bank adopts as far as monetary injections are concerned—it can print money directly or it can act in the money markets to target interest rates. Regardless of the mode of monetary injections, the boom-bust cycles are likely to become more ferocious as time goes by. Even Milton Friedman's scheme to fix the money growth rate at a given percentage won't do the trick. After all, a fixed percentage growth is still money growth, which leads to the exchange of nothing for something—i.e., economic impoverishment and boom-bust cycles. What about keeping the current stock of paper money unchanged? Would that not do the trick? An unchanged money stock will cause an almost immediate breakdown of the present monetary system. After all, the present system survives because the central bank, by means of monetary injections, prevents the fractional reserve banks from going bankrupt. It is therefore not surprising that the central bank must always resort to large monetary injections when there is a threat of various political or economic shocks. How long the central bank can keep the present system going is dependent upon the state of the pool of real savings. As long as this pool is still growing, the central bank is likely to succeed in keeping the system alive. Once the pool of real savings begins to stagnate—or, even worse, shrink—then no amount of monetary pumping will be able to prevent the implosion of the system. Conclusion Since the present monetary system is fundamentally unstable, there cannot be a "correct" money supply growth rate. The present monetary system emerged because central authorities allowed and encouraged the practice of issuing banknotes that were not fully covered by gold. In order to sustain this system the central bank was introduced. By means of ongoing monetary management, the central bank’s job is to prevent banks from bankrupting each other during the clearance of checks. Whether the central bank injects money in accordance with economic activity or fixes the money supply growth rate, it continuously destabilizes the system. To make the system truly stable is to permit the free market to take over. In a truly free market, there is no need to be concerned with the issue of the "correct" money supply growth rate, and no institution is required to regulate the supply of money. ----------------------------------------------------------------------------------------------------

“미국이 신냉전에서 중국을 이기는 길은 시진핑 제거하는 것” 김영호 교수의 세상읽기 https://youtu.be/-8tso4SUVAk THE LONGER TELEGRAM Toward a new American China strategy *The single most important challenge facing the United States and the democratic world in the twenty-first century is the rise of an increasingly authoritarian and aggressive China under Xi Jinping. China has long had an integrated, operational strategy for dealing with the United States. The United States has so far had no such strategy with regard to China. This is a dereliction of national responsibility. *US strategy and policy toward China must be laser-focused on the fault lines among Xi and his inner circle–aimed at changing their objectives and behavior and thus their strategic course. Communist Party elites are much more divided about Xi’s leadership and vast ambitions than is widely appreciated. *The foremost goal of US strategy should be to cause China’s ruling elites to conclude that it is in China’s best interests to continue operating within the US-led liberal international order rather than building a rival order, and that it is in the Chinese Communist Party’s best interests to not attempt to expand China’s borders or export its political model beyond China’s shores. https://www.atlanticcouncil.org/content-series/atlantic-council-strategy-paper-series/the-longer-telegram/ --->시진핑은 제2의 모택동이다.
