Misesian Economics in Truly Private Schools Jeffrey M. Herbener A person's education, wrote Murray Rothbard, is the "entire process of growing up, of developing all the facets of a man's personality." From the helplessness of infancy, a child learns about himself, others, and the world around him through his actions. In developing ends and discovering means, he forms judgments about others, the environment in which he acts, and his relationships with them. His choices are based on his personality and what he has learned about moral and aesthetic principles and causal relationships between ends and means. "When he finally reaches adulthood," Rothbard wrote, "he has developed his faculties to whatever extent he can, and has acquired a set of values, principles, and scientific knowledge." A person is self-educated in the process of living his life. He owns his mind and body and learns through the actions he takes with them. The complementary means he uses in action from his environment condition what he learns but it is his mind that forms judgments about himself and the world in which he acts. "It is a fundamental fact of human nature," Rothbard wrote, "that a person's ideas are formed for himself; others may influence them, but none can determine absolutely the ideas and values which the individual will adopt or maintain through life." Formal Education If education is a natural part of life, grounded in private property and human action, what is the role of schooling or formal education in learning? What a child first learns about himself, others, and the world is thymological knowledge, i.e., knowledge acquired through his experience as it relates to the success or failure of his own actions. Although thymological knowledge is naturally acquired through the mundane activities of daily life, it is not itself simple, but quite complex. It is a composite of what a person has learned about natural, moral, and praxeological laws and the particular contingent conditions that affect his actions. It takes sustained intellectual effort to separate the distinct elements of thymological knowledge and investigate them on their own terms. That is the role of formal education. Learning about the various branches of theoretical truth within which experience occurs, requires abstracting theoretical laws from experience. For the laws of praxeology, this is not done primarily to improve one's action, but to comprehend the operation of the social order. Praxeological laws describe the cause and effect relationships by which the division of labor is created, maintained, and improved. Without sustained intellectual effort, knowledge of these universal laws and what they imply would not develop. Such knowledge cannot be drawn directly from thymological knowledge itself. Fortunately, although thymological knowledge, being particular to his own actions, can only be acquired by a person through his own experience, praxeological knowledge, being universal to all action, can be constructed by the efforts of others into a vast network of theoretical truth waiting to be learned. The average person would make little progress along these lines by his own effort. He could neither devote sufficient time to it, to the neglect of efforts to satisfy his consumptive ends, nor does he possess the capacities needed to reproduce all praxeological knowledge from scratch. Even the most gifted person would find it economizing to learn praxeological truth from the efforts of others. Reading Human Action is easier than writing it. Formal instruction of a child too young to grasp advanced theoretical truth is done to prepare him for such systematic intellectual inquiry. It, therefore, begins with the development of his intellectual faculties. He must learn the basic building blocks of reasoning and develop his intellect in a natural progression from facts to reason to application. The formal education of a child is the natural prerogative of his parents. They possess custodial rights of the child and exercise them for his physical, mental, and spiritual development. Parents are in a position to know their child and care for the development of his personality. They bear the responsibility of attaining this end and are in a position to tailor formal education to the strengths and weaknesses of their child by either their own tutoring or the hiring of appropriate specialists to instruct their child. Parentally directed tutoring, then, is the best type of formal education since it is most apt to result in learning harmonious with the natural development of the child's personality. Private primary and elementary schools, with one teacher and many students, have been a compromise from parentally directed tutoring made out of economic necessity. In precapitalist societies only the richest elite had sufficient wealth to indulge in private tutoring. Most parents consumed their day with the labor necessary to scratch out a subsistence living. As wealth has expanded under capitalism, it has become increasingly possible for middle-class parents to do what the rich have always been able to afford, i.e., private tutoring. Today, middle-class parents are wealthy enough to indulge in substantial private tutoring and could do much more if they were free from the burden of financing state schools. And even where wealth is not yet sufficient and parents choose schools, a market of private schools would suppress the deficiency of schooling as parental spending would guide schools to find the most effective arrangements for developing each child's personality. As with thymological knowledge that the child gains from his own actions, formal education proceeds naturally and privately. When the child reaches maturity and is no longer under the custodial care of his parents, he can select schools for further formal education. The diversity of interests and aptitudes among persons would lead them into different specialized intellectual pursuits. And therefore a market for higher education would have a variety of schools catering to these specialized areas, such as medicine, engineering, philosophy, theology, and economics. And a spectrum of these schools would emerge to cater to the different interest and aptitudes of the students. If students are interested in learning the truth about the world, for its own sake as in philosophy or for its usefulness as in engineering, then by their demands schools will be dominated by the search for and transmission of truth. In such a setting, Misesian economics, which explains the nature and working of the natural social order, can develop. Education and the State State interference in education usurps the child's rights and displaces the custodial role of the parents in exercising those rights. That the state would seize the custodial rights from the parents demonstrates that it has its own interests in mind. The state must resort to force because neither the child nor the parents want the natural arrangement to be overturned. Because the state rests on compulsion its activity extinguishes the very basis for the development of the personalities of children, which is freedom. Moreover, state officials lack the knowledge of and concern for the child possessed by his parents. The state has no interest in developing the personalities of children or in catering to their interests and aptitudes. The state does not desire them to participate in the social order by their free associations. The state funds and regulates formal education to further its own interests and attain its own ends. Even if it did adopt the natural, privately secured ends of education, no method of instruction it adopted could improve upon the private system of education. Short of mass enslavement, the state could not provide individual tutoring to children and would have to resort to schooling. Instead of the diversity of schools in the market striving to develop the personalities of students, the state is interested in uniformity of schooling and the concomitant suppression of individual personalities to produce a homogeneous citizenry serving the ends of the state. As the state has no interest in developing the personalities and learning faculties of children, it has no interest in fostering their pursuit of truth as adults. It will support truth that increases its power and suppress truth that challenges its power. It will also support lies that increase its power. Sound engineering will find a place in state-controlled higher education, since the state needs engineers to achieve its own technological projects. The state will welcome Keynesian economics since it justifies the exercise of state power. But, sound economics will not find a home in state-controlled higher education. Misesian economics is a foremost threat to the state for it explains the working of the natural order of society and the crippling effects of state interference. The Rise of Formal Education in the West From time immemorial, the education of children has been done by their parents. In the ancient world, private schools first arose to train priests for religious service and to educate the children of nobility. They typically centered around a teacher or group of teachers renowned for their wisdom. State schools came into being to train bureaucrats to operate the state apparatus. Throughout the ancient world, state schools waxed and waned and private schools stagnated and progressed according to whether the state was weak or strong. In the oriental despotism of China, state education was training for civil service. In the totalitarian collectivism of Sparta, the state controlled education for military training. When the state was weaker in Athens, private education came to the fore. The sophists organized formal education in the natural way, a group of students congregating under a teacher whose wisdom they believed was worth paying for. Hellenistic formal education developed along natural lines which would form the foundation for education in the Middle Ages. In the Roman Republic, where the state was relatively weak, education was done naturally in the family and, for the children of the elite, by tutors after family education was complete. By the Late Roman Empire, however, the state had erected a system of education to train civil servants. After the fall of the Roman Empire, state-controlled education declined and formal education was again done privately. Christianity revived the Israelite moral imperative for parents to instruct their children. And as the Jews had established schools for the training of rabbis, Christians set up church schools throughout the monasteries and cathedrals of Europe after the fall of Rome. After Moslem invasion led to the decline of the monastic and cathedral schools, Charlemagne revived them, but put them into service for the empire as training centers for those who would become his officials. As the empire declined, the Catholic Church reasserted the traditional function of the monastic and cathedral schools and extended formal education to the poor. These institutions constituted formal education in the medieval period. From these church schools an intellectual movement blossomed that provided the seeds for the renaissance of the 12th century. Central to this rebirth was the development of the university system. The rise of the universities depended not only upon the recovery of lost ancient works, but on peace, political and legal improvements, and also the creation of wealth set in motion by the rise of capitalism. Greater prosperity not only provided additional means to be devoted to formal education — such as books, travel, and charitable funds — but also more leisure time to pursue it. Groups of teachers and students congregated to devote themselves to studies beyond the liberal arts: law at Bologna and theology at Paris at the beginning; and then, by the end of the Middle Ages, eighty universities had been established throughout Europe. The scholastic project begun within the university system was to search out all of God's truth and transform the world to make it conform to these truths. The crucial presupposition they held was that truth is decreed by God, embedded into the nature of creation, and discoverable by man's reason. Central to the unimpeded pursuit of the truth was independence from the state. From the time of the papal charter of the University of Paris, the common method of securing independence was to obtain a charter from the pope. Like all private enterprises, the universities had to facilitate the mutual benefit of those who participated in them. Students received detailed contractual conditions to ensure professors delivered the education they paid for, and exercised the power of boycott and required professors to post bonds to enforce these conditions. Professors received acceptable compensation and working conditions. The university system built by the Catholic Church gave wide scope to intellectual inquiry and generated an international community of scholars that gave birth to the natural and social sciences. For any state-sponsored effort to succeed as part of this system it had to meet its high standards. Lacking the power to coercively interfere with the system, state-sponsored schools had to compete for professors and students. As so it was that centuries after the establishment of the university system, a group of Scholastics gathered at the University of Salamanca. Given their Christian presuppositions and the freedom of inquiry the system permitted, they began the project of Austrian economics in trying to explain the consequences to the social order of the 16th-century monetary inflation in Spain. Misesian economics was born in the private university system of the High Middle Ages. The Spanish Scholastics not only explained the natural order of markets, but the harmful consequences of state interference with it. Scholars who did not fear to write openly about the conditions under which rulers could be assassinated, felt no constraint to denounce price and wage controls as state interference with the working of God's natural laws. Such antistate views were unthinkable in the state schools of the ancient world and never would have arisen outside of truly private schools. The Fall of Formal Education in the West The fateful turning point for the medieval university system came when the reformers, Martin Luther and John Calvin, accepted state control of education as a means of advancing their own doctrines. Luther's Saxony School Plan of 1528 became the pattern for most of the Protestant states in Germany and Calvin established state schools in Geneva and inspired movements to establish compulsory schooling in France, Holland, Scotland, and New England. State control of formal education in Europe proceeded furthest in Prussia where the state was the strongest. The Prussian state passed compulsory attendance laws, centralized and bureaucratized control of formal education, suppressed private schools, examined and certified teachers, used graduation exams to control entry into the professions and civil service, and used the system to enforce uniformity in language and culture. The Prussian system was extended to all of Germany with the formation of the centralized German state. Consolidation made state control over the German universities strong enough to entirely suppress laissez-faire views. University positions in economics came to be reserved for members of the German historical school, appointed on the advice of Gustov Schmoller himself. The Rise of Misesian Economics Misesian economics could not arise in such a setting and was barely able to gain a foothold at the University of Vienna, as Guido Hülsmann chronicles in his magnificent biography of Mises. By the time Mises attended the university it had been controlled by the state for nearly a century. Economics was taught in the department of law and government science. The professors were civil servants impossible to fire, collecting their paychecks regardless of their performance, a far cry from Paris and Bologna in the 12th century. Mises's main professor in the early years of his studies, Carl Grünberg, had been hired to bring German historicism to Vienna. The other main influence on Mises at the university at the time was Eugen Philippovich. Although he was not a historicist, his views were decidedly interventionist. In spite of the influence of his teachers, Mises found economic theory on his own by reading Carl Menger's Principles of Economics. Menger was something of an anomaly at the university, a throwback to the traditional view of economics, which saw the economy as a natural order and was skeptical of government intervention, a view that had arisen, as we have seen, in the medieval university system and was characteristic of classical economic thought. Menger faced opposition in the department as a candidate for the position and during his tenure at the university only reaching the secure position of full professor because of his service to the emperor as a tutor for his son. Menger then used his personal influence to secure positions at the university for Eugen von Böhm-Bawerk and Friedrich von Wieser. Böhm-Bawerk, the Mengerian of the two, was appointed only with difficulty and, as Hülsmann writes, "After the death of Böhm-Bawerk, academia had little use for the Mengerian tradition that Mises maintained and developed." Mises would have to become a private scholar, supporting his writing with full-time occupation mainly at the chamber of commerce. The only regular academic position Mises ever held was at the Graduate Institute of International Studies in Geneva. The Institute was overseen by the University of Geneva, but privately funded by the Rockefeller Foundation which was its main financial sponsor for nearly twenty years. Hülsmann writes, "during the Geneva years Mises's salary was paid to a large extent out of Rockefeller money, and so things would remain for the next decade." Conditions were hardly better in American academia where educational reformers had adopted the Prussian model of formal education and German universities had served as a training ground in social engineering to the first generation of American PhDs who became professors in American universities. The state's control of formal education marched hand-in-hand with the expansion of federal government power during the twentieth century. Private universities came to surrender their independence from the state to receive its largess. State control inverted the medieval system from one in which state-sponsored universities conformed to the private system to one in which private universities conformed to the state-controlled system. Only those few who refused state favors retained a modicum of their independence. By the time he emigrated to America in 1940, American academia had no room for the likes of Mises. He found himself in the same position as he had been in in Europe, an independent scholar supported privately. As Rothbard wrote, "For the rest of their careers in American academia, the salaries of both Mises and Hayek were paid for by the William Volker Fund. (After the fund collapsed in 1962, the task of financing Mises's post at NYU was taken up by [Leonard] Read and a consortium of businessmen.)" The situation was little better for Rothbard who toiled in the academic backwater of Brooklyn Polytechnic Institute for decades. His writing was supported privately by the Volker Fund, the Earhart Foundation, and the Lilly Endowment and his position at UNLV was endowed from the wealth of the forestry entrepreneur, S.J. Hall. It took the sponsorship of the great oil entrepreneur J. Howard Pew to secure a position for Hans Sennholz at Grove City College. This precarious foothold for Misesian economics was made secure by Lew Rockwell when he founded the Mises Institute in 1982. The institute is largely responsible for the burgeoning, international resurgence in Misesian thought in the past twenty five years. Thousands of students and scores of professors have learned Misesian thought through the institute's instructional seminars and topical conferences; millions have read Misesian analyses on its website. The institute's publishing has been indispensible in keeping Misesian works available to the increasing number of interested readers. The Mises Institute is the premier educational organization dedicated to political and economic truth. And as more and more people take formal education back from the state, the Mises Institute — a truly private school — is the wave of the future, and the economic and political truth it advances is the hope of liberty. This talk was delivered on October 13, 2007, at the Mises Institute's 25th Anniversary Celebration. -------------------------------------------------------------------------------

How Media and Tech Elites Seized Control of Elections David Gordon Rigged! How the Media, Big Tech, and the Democrats Seized Our Elections by Mollie Hemingway Regnery Publishing, 2021, 432 pp. Mollie Hemingway, an editor of the online magazine The Federalist, calls our attention in this well-researched book to a problem of vital significance. She is a supporter of Donald Trump, though not an uncritical one, and writes from this point of view, but whether you like the former president or not, you cannot ignore her message. She begins the book with a paradox. Almost all the polls predicted a decisive win for Biden in the November 2020 presidential election, but in fact the result, setting aside altogether the allegations of rigged voting by the former president and his supporters, was very close: “The political class, the corporate media, and their pollsters were all dramatically wrong, and yet Biden would eke out a presidential victory of just under 43,000 votes across three states, out of a total of nearly 160 million.”(p.36. All page references are to the Amazon Kindle edition.) Why were the polls so inaccurate? One answer would be mistakes in the way in polls were conducted, but Hemingway sees something more sinister in the errors. The inaccurate polls were part of a massive campaign by the government and corporate elite to ensure Trump’s defeat in the election. This campaign continued the efforts by the same elite to secure his defeat in the 2016 election; and, when those efforts failed, to derail his presidency. Hemingway stresses especially one tactic used in both the 2016 and 2020 elections. In previous elections, most voting took place on the appointed day in November, and although some people cast absentee ballots, these were of minor importance. No longer is this the case, and voting by mail now predominates. “’No excuse’ absentee voting allows citizens to cast their ballots early. With the widespread adoption of this practice in recent years, the United States can no longer be said to have an election day in the strict sense of the term. The country has a months-long voting season. . .In 2016, absentee and mail-in ballots accounted for roughly 33 million of the 140 million ballots counted. In 2020, more than 100 million of the 159 million ballots counted were cast prior to Election Day, including by early voting.” (p.222) This is of great significance, Hemingway says, because fraud is much easier with this sort of voting: it is much harder to verify signatures and voters’ addresses. If voting fraud is to be stopped, this requires vigilant election officials, and here is where the mass media elites enter the scene. Far from aiding in efforts to interdict fraud, the elites promote it through subventions to interested parties. Hemingway highlights the role of Mark Zuckerberg, who made large donations to private groups that acted in a partisan way to “help” election officials. “That’s to say nothing of the widespread privatization of election systems in key districts thanks to the efforts of leftist outfits funded by Mark Zuckerberg and other billionaires. Multi-million dollars grants to public election commissions, and the strings attached to them, were the means by which the left’s sprawling voting activist arm took over huge parts of the 2020 election. . .This private interference in the running of a national election had never before happened in the history of the country.” (p.xiii) These efforts to bias election results go hand-in-hand with the attempt by the same elites to control information that reaches the public. The media giants, such as Facebook, Twitter, and Google, relentlessly promoted items unfavorable to Trump and suppressed stories that could have helped him. As an example, damaging news about Hunter Biden and his corrupt dealing with Chinese officials that emerged in the final days of the campaign and was published in the New York Post was banned from Twitter. “Twitter CEO Jack Dorsey would eventually tell Congress and censoring the New York Post and locking it out of its Twitter account was a ‘mistake.’” (p.36) Hemingway’s focus is on the presidential campaign, but the censorship by the statist-corporative elite extends even further. Facebook and YouTube ban videos that criticize Covid-19 vaccinations and advance points of view that the proprietors of the platforms deem “misinformation.” The author is prepared for the objection that her charges of a leftist plot to derail Trump reflect the biased perspective of a partisan. In response, she points to a notable article in Time magazine in which those involved in the machinations admitted and took pride in what they had done. “Without agony or shame the magazine reported that ‘[t]there was a conspiracy unfolding behind the scenes’ creating ‘an extraordinary shadow effort’ by ‘a well-funded cabal of powerful people’ to oppose Trump. Corporate CEOs, organized labor, left-wing activists, and Democrats all worked together in secret to secure a Biden victory. . . Time would, of course, disingenuously frame this effort as an attempt to oppose Trump’s ‘assault on democracy,’ even as Time reporter Molly Ball noted this shadow campaign ‘touched every aspect of the election. They got states to change voting systems and laws and helped secure hundreds of millions in public and private funding.’ The funding enabled the country’s sudden rush to mail-in balloting, which Ball describes as ‘a revolution in how people vote.’” (p.36) What if anything can be done about this state of affairs? I do not think the solution lies mainly in stricter laws about voting and certainly not in governmental regulation of the mass media, which would only increase the power of the state. Rather. our aim ought not to be to make democracy “work better” but to use the example of corruption she has highlighted as a tool to help us throw into question altogether its value as a political and social system of organization, and defend in its stead a genuine free market society, along the lines set forward by Murray Rothbard and his followers, who include most notably Hans Hoppe. Hemingway is an assiduous researcher and, so far as I can discern, an accurate one. To my regret, I have been able to find only one outright error in the book. She says, “Five U.S, presidents since 1900 lost their bid for a second term. . . While each election is determined by unique factors, all five of these incumbents dealt with internal party fights or significant primary challenges. “(p.39) This is not true for Herbert Hoover, one of the five she mentions, who did not get significant Republican Party opposition in his quest for the 1932 nomination. By calling attention to what has happened to or political system in recent years, Mollie Hemingway strengthens our resolve to come up with something better. Marx and Alienation Murray N. Rothbard "Alienation," to Marx, bears no relation to the fashionable prattle of late-20th-century Marxoid intellectuals. It did not mean a psychological feeling, of anxiety or estrangement, which could somehow be blamed on capitalism, or on cultural or sexual "repression." Alienation, for Marx, was far more fundamental, more cosmic. It meant, at the very least, as we have seen, the institutions of money, specialization, and the division of labor.1 The eradication of these evils was necessary to unite the collective organism or species man "to himself," to heal these splits within "himself" and between man and "himself" in the form of man-created nature. But the radical evil of alienation was yet far more cosmic than that. It was metaphysical, a deep part of the philosophy and the world-view that Marx picked up from Hegel, and which, through its allied "dialectic," brought to Marx the outlines of the engine that would inevitably bring us communism as a law of history, with the ineluctability of a law of nature. It all started with the 3rd-century philosopher Plotinus, a Platonist philosopher and his followers, and with a theological discipline seemingly remote from political and economic affairs: creatology, the "science" of the First Days. We have already seen, in fact, that another allied and almost equally remote branch of theology—eschatology, or the science of the Last Days—can have enormous political and economic consequences and ramifications. The critical question of creatology is, Why did God create the universe? The answer of orthodox Augustinian Christianity, and hence the answer of Catholics, Lutherans, and Calvinists alike, is that God, a perfect being, created the universe out of benevolence and love for his creatures. Period. And this seems to be the only politically safe answer as well. The answer given by heretics and mystics from early Christians on, however, is quite different: God created the universe not out of perfection and love, but out of felt need and imperfection. In short, God created the universe out of felt uneasiness, loneliness, or whatever. In the beginning, before the creation of the universe, God and man (the collective organic species, of course, not any particular individual), were united in one, so to speak, cosmic blob. How we can even speak of "unity" between man and God before man was even created is a conundrum that will have to be cleared up by someone more schooled in the divine mysteries than the present author. At any rate, history then becomes a process, indeed a pre-ordained process, by which God develops his potential, and man the collective species develops its (or his?) potential. But even as this development takes place, and both God and man develop and render themselves more perfect in and through history, offsetting this "good" development a terrible and tragic thing has also taken place: man has been separated, cut off, "alienated" from God, as well as from other men, or from nature. Hence the pervasive concept of alienation. Alienation is cosmic, irremediable, and metaphysical, inherent in the very process of creation, or rather, irremediable until the great day inevitably arrives: when man and God, having both fully developed themselves, finish the process and history itself by remerging, by uniting once again in the merger of these two great cosmic blobs into one. Note, first, how this great historical process comes about. It is the inevitable, pre-ordained "dialectical" process of history. There are, as usual, three stages. Stage one is the original phase: man and God are in happy and harmonious unity (a unity of pre-creation?), but things, particularly with the human race, are rather undeveloped. Then, the magic dialectic does its work, stage two occurs, and God creates man and the universe, both God and man developing their potentials, with history a record and a process of such development. But creation, as in most dialectics, proves to be a two-edged sword, for man suffers from his cosmic separation and alienation from God. For Plotinus, for example, the Good is unity, or The One, whereas Evil is identified as any sort of diversity or multiplicity. In mankind, evil stems from self-centeredness of individual souls, "deserter[s] from the All." But then, finally, at long last, the development process will be completed, and stage two develops its own Aufhebung, its own "lifting up," its own transcendence into its opposite or negation: the reunion of God and man into a glorious unity, an "ecstasy of union," and end to alienation. In this stage three, the blobs are reunited on a far higher level than in stage one. History is over. And they shall all live(?) happily ever after. But note the enormous difference between this dialectic of creatology and eschatology, and that of the orthodox Christian scenario. In the first place, the alienation, the tragedy of man in the dialectical saga from Plotinus to Hegel, is metaphysical, inescapable from the act of creation itself. Whereas the estrangement of man from God in the Judeo-Christian saga is not metaphysical but only moral. To orthodox Christians, creation was purely good, and not deeply tainted with evil; trouble came only with Adam's fall, a moral failure not a metaphysical one.2 Then, in the orthodox Christian view, through the Incarnation of Jesus, God provided a route by which this alienation could be eliminated, and the individual could achieve salvation. But note again: Christianity is a deeply individualistic creed, since each individual's salvation is what matters. Salvation or the lack of it will be attained by each individual, each individual's fate is the central concern, not the fate of the alleged collective blob or organism, man with a capital M. In the orthodox Christian schema, each individual goes to heaven or hell. But in this allegedly optimistic mystical view (nowadays called "process theology"), the only salvation, the only happy ending is that of the collective organism, the species, with each individual member of that organism being brusquely annihilated along the way. This dialectical theology, in particular its creatology, began in full flower with the Plotinus-influenced 9th-century Christian mystic John Scotus Erigena (c. 815–c. 877), an Irish-Scottish philosopher located in France, and continued through a heretical underground of Christian mystics, in particular such as the 14th-century German, Meister Johannes Eckhart (?1260–?1327). The pantheistic outlook of the mystics was similar to the call of the Buddhist-theosophist-socialist Mrs Annie Besant: as Chesterton perceptively and wittily noted, not to love our neighbor but to be our neighbor. Pantheist mystics call upon each individual to "unite" with God, the One, by annihilating his individual, separated, and therefore alienated self. While the means of various mystics may differ from the Joachites, or the Brethren of the Free Spirit, whether through a process of history or through an inevitable Armageddon, the goal remains the same: obliteration of the individual through "reunion" with God, the One, and the ending of cosmic "alienation," at least on the level of each individual. Particularly influential for G.W.F. Hegel and other thinkers in this tradition was the early-17th-century German cobbler and mystic Jakob Böhme (1575–1624), who added to this heady pantheistic brew the alleged mechanism, the force that drives this dialectic through its inevitable course in history. How, Böhme asked, did the world of pre-creation transcend itself into creation? Before creation, he answered, there was a primal source, an eternal unity, an undifferentiated, indistinct, literal Nothing (Ungrund). (It was, by the way, typical of Hegel and his Idealist followers to think that they add grandeur and explanation to a lofty but unintelligible concept by capitalizing it.) Oddly enough, to Böhme, this No-thing possessed within itself an inner striving, a nisus, a drive for self-realization. It is this drive which creates a transcending and opposing force, the will, which creates the universe, transforming the Nothing into Something. ------------------------------------------------------------------------------------------------

The Battle over the Free Market David Gordon Samuelson Friedman: The Battle over the Free Market By Nicholas Wapshott Norton, 2021 367 pages Nicholas Wapshott is a British journalist and biographer with a strong interest in economic theory. He says that the Nobel laureate Edmund Phelps is his mentor. One theme in twentieth-century economics dominates his work: the clash between economists who favor the free market and those who support a “mixed economy,” in which the government plays a large role. Wapshott’s earlier book Keynes Hayek shows the way he works. He uses the personal relations between Keynes and Hayek to arouse the reader’s interest in the theoretical controversies at issue, and he follows the same approach in Samuelson Friedman. Keynes and Hayek make frequent appearances in this book as well. Here, though, Wapshott has an advantage over his earlier book. Although Keynes and Hayek knew each other, they were not especially close, but Samuelson and Friedman were friends and rivals for over seventy years. Wapshott thus had available much more source material for his new book. He is a diligent researcher, as his forty-three pages of notes attest. We learn, for example, that the remark “you cannot push on a string,” comes not from Keynes but from Congressman T. Alan Goldsborough in 1933. The remark is a criticism of the government’s increasing the quantity of money in order to get out of a depression; the point of the phrase is that giving people more money may not be enough to get them to spend it. Wapshott clearly prefers Samuelson to Friedman. For him, Samuelson was the great theorist of post–World War II economics. Friedman, by contrast, though he had a powerful intelligence and formidable skill as a debater, was in essence a crank who preached the discredited doctrine of monetarism. Wapshott says of Samuelson, “His myriad technical papers, which flowed from him with such facility, would have been a towering achievement for any academic economist. His application of mathematics to economics transformed the discipline from something akin to a branch of philosophy to a true social science.” He rates Friedman much lower. “His many achievements are more evident in politics than in economics. . . . Some of Friedman’s theoretical economics, such as his work on the consumption function, continues to be admired. But few have continued to hanker after Friedman’s flagship idea, doctrinaire monetarism, which is remembered, if remembered at all, as an arcane, otiose footnote in the history of economic thought.” The text of the book fails to support Wapshott’s portrayal of Samuelson as a towering genius. The author devotes considerable attention to the columns that Samuelson and Friedman wrote for Newsweek, and in them, the towering genius often comes across as a purveyor of banalities. He holds the bizarre belief that if you don’t want to associate with someone, you are coercing him. Also, people who can’t afford things they want to buy are being coerced by the sellers of these products. Thus, it’s wrong to claim, as Friedman does, that government regulation of property is coercive. It’s always a question of balancing one freedom against another, and shouldn’t we prefer the freedom of the poor person able to buy food to the freedom of the seller to refuse to sell? Besides, human rights are more important than property rights. “‘The rights of property shrink as the rights of man expand,’ he wrote. While some suffered because the government intervened in the market, an unfettered market had winners and losers, too, he argued. While the free market suggested that everyone was free to buy what they wanted, there was such a thing as rationing by price, which put many items well beyond the reach of those without the means. The children of those who could not afford good education, for instance, were deprived by the market setting too high a price. The ‘freedom’ of individuals provided by the market was therefore only notional.” Samuelson in this area thinks in clichés of the Left. Samuelson was throughout his long life a Keynesian, and he took over from Keynes a bad argument against Hayek’s The Road to Serfdom. According to this argument, Hayek claims in the book that comprehensive economic planning destroys freedom. But Hayek himself does not favor a complete free market but allows some scope for government intervention. Given this admission, there is no principled division between Hayek and his opponents. All are supporters of a mixed economy, though people differ on the components of the mixture. It does not follow from Hayek’s failure to draw a principled line between permissible and impermissible intervention that “we are all in the same boat.” It remains the case that planning on a vast scale destroys freedom. You cannot tell exactly how many hairs a person can have on his head and still count as bald, but there are bald people and people who aren’t bald. In like fashion, if we have “too much” planning, freedom will end. The objection of Keynes and Samuelson thus leaves Hayek’s argument unscathed. We can see today without difficulty what Hayek is talking about, as the government is destroying our freedom through covid-19 lockdowns, mask mandates, and vaccination mandates. Wapshott mentions the covid-19 situation, but rather than take it as evidence that government interference with the market is dangerous, he instead takes it to show that in emergencies, government must supplant the market. It is true, though, that Hayek made unnecessary compromises about government intervention, and this leads to the funniest passage in the book: “To [Ayn] Rand, even Hayek was a treacherous compromiser and—Rand’s behavior was as extreme as her politics—she once spat at Hayek at a party to show her disdain for his treachery.” In his duels in Newsweek with Samuelson, Friedman often defends freedom with able arguments, but his economic theory is lacking. His “monetarism” is really a form of Keynesianism, but it is the Keynes of the 1920s rather than the 1930s whom he follows. “The summer of 1923 saw Keynes give talks that when collected became A Tract on Monetary Reform. . . . A Tract became an inspiration for counter-Keynesian revolutionaries like Friedman: ‘I am one of a small minority of professional economists who regard [A Tract] not the General Theory, as [Keynes’s] best book on economics,’ wrote Friedman in 1989. ‘Even after sixty-five years, it is not only well worth reading but continues to have a major influence on economic policy.’ Friedman’s often-quoted one-liner that ‘Inflation is taxation without legislation’ derives from the Tract chapter heading, ‘Inflation as a Method of Taxation.’” In brief, Friedman supports government control of the money supply to prevent inflation and deflation. Hayek expertly identifies the fundamental problem with Friedman’s approach. “Austrian economists like Hayek believed such an approach would fail, as no one could know enough about the workings of the economy to manage it with any accuracy. . . . He always complained that Friedman was closer to Keynes than Hayek was to either of them. ‘In one respect, Milton Friedman is still a Keynesian, not on monetary theory but on methodology,’ Hayek explained. By accepting the premises of macroeconomics—a branch of economics that Keynes had invented, ‘very much against his own intentions,’ according to Hayek—Friedman had made a serious intellectual error. . . . It was not just that Friedman had signed up to Keynes’s macroeconomics rather than join the Austrian School, which relied solely on microeconomic activity, that caused Hayek offense. Friedman’s belief that the money supply should be controlled by the central bank to keep prices in check put him firmly on the Keynesian side of the argument over whether government should manage the economy.” Hayek also said in the 1990s, “‘One of the things I most regret is not having returned to a criticism of Keynes’s [General Theory]’ . . . ‘but it is as much true of not having criticized Milton’s [Essays in] Positive Economics, which in a way is quite as dangerous a book.’” In turn, Friedman had no use for Austrian economics. Though he admired Hayek for his defense of freedom, he thought that Hayek’s Prices and Production was a confused book and opposed giving him a position in the University of Chicago’s department of economics. “The Chicago School ‘didn’t want him,’ recalled Friedman. ‘They didn’t agree with his economics. . . . If they had been looking around the world for an economist to add to their staff, their prescription would not have been . . . the author of Prices and Production.’” He thought that Mises was dogmatic and intolerant, and “[a]sked which was the greater economist, Keynes or von Mises, Friedman did not hesitate to answer, ‘Keynes.’” By the way, Samuelson, though of course a strong critic of Hayek, was pleased that he won the Nobel Prize. ‘In my judgment his was a worthy choice,’ said Samuelson.” Readers who are aware of the way in which Arthur Burns tried to prevent Murray Rothbard from getting his doctorate at Columbia will find this anecdote of interest, and it is a suitable note on which to close. Samuelson in commenting on Alan Greenspan, says, “At bottom Greenspan was an okay character. That’s different from Rand and Burns—both despicable human beings.” ------------------------------------------------------------------------------------------------

Marxism versus Libertarianism: Two Types of Internationalism Allen Gindler There are two main philosophical and ideological schools of thought that include the problem of internationalism in their principles. The first is liberal internationalism, which developed within the framework of classical liberalism. The second is orthodox Marxism and its various derivatives that entertain the idea of proletarian internationalism. The concept of internationalism has different origins, meanings, and practical implementations in the two schools of thought. Because the term “liberal” in a politico-philosophical sense was highjacked by the Left and changed its meaning in people’s perception, it is better to use the term “libertarian internationalism” for the purpose of this discussion. As a component of political doctrine, libertarian internationalism is based on the concept of laissez-faire, which implies, among other things, free trade and free movement of capital. The main goal of libertarian internationalism is to ensure economic and individual freedom on a global scale that would lead to the prosperity of individual, family, community, and country, and ensure a peaceful world order. From an economic and philosophical point of view, libertarian internationalism is a logical continuation and generalization of the concept of division and cooperation of labor. Division and cooperation of labor are the result of the societal development process that obeys the objective economic laws. Division of labor results from an interplay between the evolutional forces of natural selection and market forces, and has influenced the development of human society from prehistoric times to this day. It is clear that specialized labor achieves better productivity and quality of the end product or service. Specialization was a manifestation of natural selection based on specific individual skills. At the same time, specialization suggests that an individual voluntarily gives up the production of a commodity that he is less qualified to manufacture but whose consumption is still essential to him. He relies on acquiring these lacking goods and services in the market. Basically, he trusts that some others will supply him needed things that he does not produce anymore. That someone is supposed to know better than everybody else how to produce his specialty commodity or service and, in turn, relies on others to produce something else for him, and so on. In other words, a high degree of division of labor brought members of society together as one, relying on each other. However, it is not collectivism but a voluntary cooperation of individuals who respect each other’s property rights. Division of labor creates atomic, independent producers and consumers, and cooperation brings them together in production and in a marketplace. In other words, division of labor induces cooperation. The whole of humanity has found this mode of operation more advanced and gradually intensified the division of labor and reciprocal and beneficial trade. It is not done by someone’s order; it simply reflects behavioral changes that humans experience under an influence of selective pressure and the unrestrained laws of the market economy. The domestic mode of production gradually drifts from “production for use” to “production for exchange.” The scale of exchange has steadily increased, crossing the boundaries of the individual household over time and eventually reaching a global level. The entrepreneurial class has taken on many risks to enter manufacturing, service delivery, and trade to meet consumer demand. Under developed capitalism, national borders are crossed not only by goods and services but also by capital. Libertarian internationalism is constructive and peaceful in nature and is possible due to the entrepreneurial qualities of individuals and a universal consensus on respecting property rights. Thus, libertarian internationalism is essentially entrepreneurial internationalism. Conversely, the idea of globalization, in which the world political bureaucracy interferes with the economic issues of sovereign enterprises or entire countries, is alien to entrepreneurial internationalism. Libertarian internationalism is the ideal that the world community should strive for, but unfortunately, the continuing interference of politics in the economy and worldwide collectivist trends are alienating humanity from a natural and more just order. Proletarian internationalism arose in the minds of Karl Marx and Friedrich Engels as they developed their materialist conception of history. Marxism is a deterministic catastrophe theory applied to the evolution of human society. Using the Hegelian method of dialectics, the founders of Marxism divided capitalist society into two dichotomous classes: the proletariat and the bourgeoisie. The unsolvable conflict between the two antagonistic classes, caused, according to Marx, by the unfair appropriation of surplus value by the capitalists, had to reach a boiling point, the result of which would be a social cataclysm. Marx appointed the proletariat as the driving force, agents of the socialist revolution, designed to sweep away the liberal democratic state and establish the dictatorship of the proletariat as a transitional stage on the path to building a classless society. Marx considered his theory to be the pinnacle of scientific research in economics and sociology, in which he uncovered the objective laws of the development of society. The objective laws of the development of society, as well as the laws of nature, have to be universal and operate independently of someone else’s will. They cannot be disabled, canceled, or changed; they are a given that affects everything and everyone. But it was precisely with objectivity that Marx had problems. First of all, the division of society into only two classes and the appointment of the proletariat as an agent of the revolution are unwarranted. Moreover, the workers themselves have not yet realized that they are the proletariat or the role that the founder of Marxism has assigned to them. Marx understood this perfectly and proposed theoretical and practical measures for the emancipation of the proletariat, awakening their class consciousness, and preparing for the political struggle against the bourgeoisie. However, in order to meet the criterion of objectivity, the class consciousness of the proletariat would have to develop naturally and spontaneously, without the influence of anyone’s will. Artificial and purposeful incitement to revolutionary sentiments and instigation to overthrow the existing system do not meet the criterion of objectivity and instead completely falsify it. Indeed, a scientific theory of the development of society is not needed to prepare for a coup. Moreover, as objective laws must be universal, the same societal developments must occur in other countries. Marxism argued that the socialist revolution must have a universal character, that is, take place on a global scale, or at least in the most industrialized countries. Marx and Engels well understood that entrepreneurs were genuinely international, as capital does not have borders and the economies of different countries are interconnected. At the same time, labor was mostly local, lacking international organizations and representations. Therefore, Marxism invented proletarian internationalism in order to accommodate Marx and Engels's teaching to these socioeconomic realities and attempt to mobilize the world proletariat for the world socialist revolution. In The Communist Manifesto, the founders of Marxism simply postulated that the proletariat has no boundaries and called on the proletariat of all countries to unite. Marx substantiated this postulate by the fact that the capitalists themselves created the preconditions for the proletarian brotherhood that would ultimately erase the “national one-sidedness” of consciousness within the masses of the proletariat. This conclusion seems farfetched and looks more like wishful thinking. The Marxist suggestion that proletarians possess exceptional moral qualities which oppose nationalism and bigotry and exhibit an unconditional love for all people is empirically unwarranted, and there is no historical evidence to support it. It was, instead, a necessary condition in order for the Marxist theory to be logically consistent; that is, the world socialist revolution against the world bourgeoisie could not take place without a united front of proletarians. Marxism consolidated and expanded internationalism as an integral feature of the workers’ and socialist movements, placing itself in opposition to the contrived nationalism of capitalist society. It was an act of intellectual dishonesty that is still difficult to eradicate. Thus, internationalism in the interpretation of libertarian philosophy and Marxist doctrine are completely different concepts.
