3剂后上症明显减轻,停服心痛定等,血压16.0/10.7kPa(120/80mmHg)。
上方服用8剂,血压稳定在16.0/12.0kPa(120/90mmHg)。
患高血压病两年,血压20.0-21.3/12.7-13.3kPa(150-160/95-100mHg)。
头痛眩晕,恶心干呕1年余,时轻时重,经查血压24.0/16.0 kPa(180/120mmHg),住院治疗10天,血压降至16.0/10.7kPa(120/80mmHg)。
药后上症基本消失,已停服降压药,血压20.0/12.7kPa(150/95mmHg)。
患高血压病10年,血压持续在22.7.-25.3/13.3-17.3kPa(160-190/100-130mmHg)之间。
患者素有高血压病史,血压持续在21.3-22.7/12.7-13.3kPa(160-170/90-100mmHg)之间。

NTD Korea

Social Justice and the Emergence of Covid Tyranny
Michael Rectenwald
Signs of incipient totalitarianism impulses have been evident since the rise of political correctness. Yet, warnings from those who saw the character of contemporary “social justice” went largely unheeded. Nevertheless, even before degenerating into “wokeness,” social justice bore the seeds of civilizational decline and the simultaneous rise of social and political tyranny. The weaponization of mostly feigned fragility by snowflake totalitarians has been marshaled to abrogate the rights of those deemed offensive, injurious, and even “dangerous.” It also has evinced “paralogistic discourse,” or “[d]iscourse that is out of touch with reality, involving illogical, fallacious, unwarranted premises and conclusions.” Such thinking is characteristic of societal hysteria. This weaponization escalated, germinating “cancel culture,” the buds from which neo-Stalinist purges have since blossomed.
As I was first to point out, social justice amounts to “practical postmodernism.” The relativism, subjectivism, and antiobjectivity of postmodern theory, as well as the priority it places on language, have been harnessed by social justice activists and their followers and put to political ends. Social justice ideology claims that “narratives,” “my truth,” and language trump or produce reality. In terms of transgender ideology, this means that declaring one’s gender, or mere (re)naming, supersedes and cancels biology. In terms of critical race theory and the Black Lives Matter movement, it means that personal stories of oppression overwrite evidence, statistics, and the arc of history. Given that appeals to objective criteria are banished, when backed by the requisite power, such claims are necessarily authoritarian. Without objective criteria, there is no court of appeal other than power, and thus such “truths” are deemed incontrovertible. The legal ramifications of practical postmodernism have been nothing less than astonishing.
The policies of so-called diversity, equity, and inclusion (DEI) accelerated the already prevalent upward movement of unqualified persons, those who have achieved important positions thanks to affirmative action and adherence to political ideology. DEI (or DIE) metastasized throughout the culture at large, with signs of the upward mobility of the unqualified seen in government, academia, and the corporate world. On Twitter, the accounts of unremarkable activists and otherwise unaccomplished leftists are granted the official blue checkmark of authority and significance.
Historically, the upward movement of the unqualified has been a harbinger of increasing authoritarianism; the unqualified favor authoritarianism, which protects their unearned status, and authoritarianism selects the unqualified, who become avid loyalists of the authoritarian regime. Thus, the upward movement of the unqualified should be taken as a telltale sign.
The covid regime has extended and deepened the epistemic crisis inaugurated by postmodernism and practical postmodernism. Paralogistic discourse has now penetrated “the science,” which has devolved into a series of non sequiturs backed by force. Science has become postmodern, proving the claim of the sociologist of science Bruno Latour—in the postmodern world, scientific facts are merely socially constructed statements that become “too costly” to overthrow. Science is now a power gambit that relies on enrolling “allies” in a process of “black boxing” claims. Facts are merely “black boxes” that become resistant to opening. Such resistance comes from the number and strength of other facts and allies—other scientists, businesspeople, the media, etc.—that the scientists can link to their own claims, making for black boxes that become too difficult to open. The strength of a fact is the result of the social network that is created in the process of staking a claim.
The covid regime is postmodern “science in action,” to quote Latour. It has never been about legitimate science or public health. Otherwise, known remedies for covid-19 and the dangers of the vaccines would never have been suppressed.
Wokeness set the stage for full-blown covid tyranny—the lockdowns, the masking, and now the demonization of the unvaccinated and the institution of the vaccine passport. The weaponization of fragility by the snowflake totalitarians has been extended and amplified by the covid regime, which construes all who oppose it as “domestic violent extremists.” The unvaccinated are the new “dangerous persons,” reprobates who should be locked down, quarantined, and, according to some, shot.
The woke and covid have proven to be the same people, and the two concerns have converged at every turn. For example, the covid regime came to the defense of the Black Lives Matter movement when over twelve hundred health officials signed an open letter defending BLM protests, claiming that since, like covid, white supremacy poses a great danger to public health, BLM protests should continue unmolested. As unwitting foot soldiers of Big Pharma and agents of the state, Antifa “members” have harassed and shot antivaccine protesters. Meanwhile, the American Civil Liberties Union, now fully woke, has been silent about cancel culture and the civil liberties of nonleftists. Recently, the organization argued that “far from compromising civil liberties, vaccine mandates actually further civil liberties” (emphasis in original). So much for the meaning of “civil liberties” and the ACLU’s defense of bodily autonomy. Like many corporations and trade associations, the National Football League is also woke. The organization requires its players to be vaccinated or otherwise isolated and penalized. It recently canceled the national anthem performance of Grammy Award winner Victory Boyd for her refusal, on religious grounds, of covid vaccines, despite the fact that the singer would have been hundreds of yards from anyone on the field. The list of woke-covid connections could go on and on.
Covid totalitarianism involves the postmodern inversion of reality and morality. The vaccinated now need to be protected from the unvaccinated, even though vaccine was supposed to provide that protection. It is now “moral” to demand that others take injections against their will and “immoral” to resist such demands.
The covid regime involves practical postmodern science. “The science” is whatever the authorities claim is true, and all other scientific inquiry is banned in advance. Those engaged in open scientific inquiry and debate are ridiculed and dismissed a priori, and their reputations destroyed.
Like the assembly of postmodern theorists, the covid regime is a convention of charlatans. Lord Fauci makes declarations ex cathedra, despite their contradiction of accepted epidemiological standards and his own earlier statements, while the medical establishment and the media go along for the ride.
The covid regime is a consensus of postmodern hysterics. The compliant observe superstitious rituals and direct their outrage at the unvaccinated rather than at the authorities responsible for their madness.
All of this adds up to the continual elimination of individual rights and the growing power of a delusional bureaucratic state.
Only a post-postmodern turn can bring about the overthrow of covid totalitarianism. The tide must turn against the practical postmodern consensus, leading to a reinstatement of the competent over the promotion of the unqualified, the reestablishment of legitimate science, a renewed regard for the value of truth, and the subsequent elimination of authoritarianism from the public sphere. In short, it will require the complete reconstruction of the social order.

Shakespeare Helps Us Understand Rome's Descent into Empire
David Gordon
Shakespeare’s Rome: Republic and Empire
by Paul Cantor
1976; University of Chicago Press, 2017, 228 pp.
Paul Cantor will probably be best known to readers of the Mises page for his pioneering use of Austrian economics in literary criticism, and many will also be aware of his brilliant studies of popular culture. (For the former topic, see my review.) He is also one of the world’s leading Shakespeare critics, and his principal theme in this area is Shakespeare as a political thinker, a theme that proves as illuminating as it might at first appear surprising. Several years ago, he published Shakespeare’s Roman Trilogy, an account of Shakespeare’s views of the Roman Republic and Empire as developed in the plays Coriolanus, Julius Caesar, and Antony and Cleopatra. The book includes as well an analysis of Shakespeare’s portrayal of the rise of Christianity and an arresting comparison of Shakespeare with Nietzsche on the decline of the ancient world. I hope soon to address that book, but for now I wish to discuss Cantor’s first book on Shakespeare, written forty years before his later study and reissued together with it, which lays the groundwork for the new volume. (Although he does not discuss the rise of Christianity in Shakespeare’s Rome, the book gives evidence that the topic already interested him [see pp.220–21n18].)
Cantor argues that in Coriolanus and Antony and Cleopatra, the plays discussed in Shakespeare’s Rome, Shakespeare presents a profound account of the transition from Republic to Empire. To some the notion of Shakespeare as a political thinker may appear bizarre: “Ever since Ben Jonson, it has been fashionable to question Shakespeare's knowledge of Rome, and even to maintain that his Romans are merely Elizabethan Englishmen in disguise” (p. 7; Cantor notes that Goethe held this view [p. 209n1]). This opinion, though, imports historicist preconceptions into the reading of Shakespeare, rather than attempt to understand him as he understood himself. In this connection, the author says, “If we assume a priori that Shakespeare was incapable of understanding Rome, we will never read his Roman plays carefully enough to determine whether he had any insights into Rome. It is all too easy not to find something when one is convinced from the start that nothing is there” (p. 8). In his revolt against historicism, it is evident that Cantor is a close student of Leo Strauss.
It transpires that Shakespeare knows more about Rome than many of the historicist critics. Some of them, for example, wonder whether the Roman Republic was an aristocracy, because of the Senate, or a democracy, because of the tribunate. In fact, it was neither but was a “mixed regime,” a concept Aristotle originated. “Political theorists have always considered the Roman Republic an example of a fourth form of government, the so-called mixed constitution or mixed regime, which involves precisely the blend of aristocracy and democracy that Shakespeare portrays in Coriolanus “ (p. 9; see also, pp. 209–10n7).
It was not only the notion of the mixed regime that Shakespeare took over from classical antiquity. The key to Cantor’s analysis of the plays is another part of classical political philosophy, the view that political regimes both promote and depend on certain human temperaments. The Republic was founded on martial valor.
Thus Roman austerity and martial virtue must be understood in the context of Rome…. It is difficult to find one English word to cover this complex of austerity, pride, and public service that constitutes Romanness in Shakespeare, in a way that the one word eros describes the force that manifests itself in such diverse forms as hunger, thirst, sexual desire, and “immortal longings.” Perhaps the best word to describe the side of human nature developed in a character like Coriolanus is spiritedness, a term which has the advantage over alternatives like heart or courage of immediately calling to mind public spiritedness. (pp. 36–37, emphasis in original)
Cantor stresses that in this sort of regime, there is no separation of church and state, much less a private sphere of “religion”; following Fustel de Coulanges, and again Strauss, he holds that the gods are part of the city’s civic institutions. “The horizon of Rome and the horizon of heaven are coextensive, or, to put it differently, in Shakespeare’s Rome even the gods are in some sense included within the precincts of the city. Clearly this aspiration to totality on the part of the Roman community goes beyond the claims of the modern state as we conceive it” (p.57). Cantor brilliantly suggests that the resort to private divine visions in the Empire constitutes, from the point of view of the older conception, a decline in religion.
In the Republic, the patrician Senate was the primary expression of spiritedness, while the plebeians were more moved by eros; but one should not think that the latter class was entirely bereft of men of spirit. To the contrary, the plebeians of highest ability and spirit were co-opted into the institutions of the Republican regime though the office of the tribunate. Though on the surface, the tribunes could veto any measure of the Senate, in fact the Senate remained in control. This settlement between the two classes depended for its success on concealment, and the senators and holders of high office, such as the consuls, had to “play up” to the plebeians. Coriolanus is a general of unsurpassed military achievement and valor whom the Senate wishes to advance to consulship, but his refusal in his campaigning for office to conceal his contempt for the plebeians leads the Senate to repudiate him. His military achievements go for naught, because he has pierced the veil upon which the institutions of the Republic depend. Cantor makes this suggestive observation. “According to both Livy and Machiavelli, the Roman Senate’s policy was to make one man bear the brunt of popular anger and then sacrifice him to appease the plebeians” (p. 219n28). This comment is especially telling if considered in the light of the work of René Girard, who has influenced Cantor’s work subsequent to Shakespeare’s Rome.
Matters were quite different under the Empire, analyzed in Antony and Cleopatra. “To understand why Antony apparently prefers a life of love rather than politics, one must consider how the terms of his choice have changed since the time of the Republic. In the Empire, the rewards of public life begin to look hollow, whereas private life seems to offer new sources of satisfaction. The change from the era of the Republic might be conveniently summed up in the formula: the Imperial regime works to discourage spiritedness and encourage eros, or, more accurately expressed, by removing the premium the Republic places on spiritedness, the Empire sets eros free with a new power” (p.128). Neither Antony nor Cleopatra entirely sacrificed the older conception for the newer, and Cantor sets forward the intricately complex dialectic between the two, contrasting it with the complete absorption into each other of Tristan and Isolde as depicted in Wagner’s libretto (p. 177).
In Shakespeare’s Rome, Cantor helps us to understand why Shakespeare was not only a great writer but a great political thinker as well, and that is no mean achievement.

The Fed Is Bailing Out the Wealthy as Everyone Else Pays the Price
Ryan McMaken
The Federal reserve says that inequality is a problem. At the same, the Fed also pretends to have nothing to do with it.
Last September, for instance, Jerome Powell bemoaned the "relative stagnation of income" for people with lower incomes in the United States, but then claimed the Fed "doesn't have the tools" to address this issue. Instead, Powell, being the chairman of this ostensibly "independent" and "nonpolitical" central bank, called for the federal government to engage in fiscal policy efforts at income redistribution.
Powell, of course, is wrong, and he probably knows he's wrong. In any case, if the Fed were actually concerned about wealth and income inequality, the Fed would stop doing what it has done over the past decade. It would end its ultralow interest rate policy and quantitative easing.
These policies have been at the center of the post–Great Recession economy, in which wealthy owners of stocks and real estate become ever more fabulously wealthy, even as ordinary people face stagnating employment, low economic growth, and a rising cost of living. This only accelerated during the economic crises of 2020, when endless Fed efforts to prop up the stock market meant that financial markets soared—and with them the portfolios of the wealthy—even as unemployment rose to record levels. Even Jim Cramer could see what was happening and declared Fed policy to be a part of "one of the greatest wealth transfers in history."
The ways that the Fed effects wealth transfers to the financial sector and the state—at the expense of everyone else—have long been the domain of Austrian school critics of central banks. That is, we've long noted in these pages how financial repression and so-called easy money have fueled vast riches for Wall Street, while leaving the middle classes and lower-income Americans behind.
But one need not rely on Austrian critics to get insight into the damage done by modern monetary policy.
In her new book, Engine of Inequality: The Fed and the Future of Wealth in America, Karen Petrou looks in detail at how Fed policy over the past decade—especially quantitative easing (QE) and ultralow interest rates—have benefited the wealthy while leaving most ordinary people behind.
Petrou is one of the more interesting and informative analysts examining the financial services sector. As the head of Federal Financial Analytics Inc., she has provided research on the banking sector for more than thirty years, but in recent years she's become more focused on exposing and examining the unhealthy and destructive effects of Fed policy.
Petrou takes a different approach from the Austrians. She appears to have arrived at her conclusions from observing the trends and outcomes produced by Fed policy and then working backward into a theoretical framework. The data seems to have prompted her to ask why things have gone so badly after more than a decade of "unconventional" Fed policy. When it comes to identifying the problem, she's come to the right conclusions.
In any case, Petrou's book is important because it is the work of a Wall Street insider who no longer swallows the Fed's propaganda line that the Fed's interest rate manipulation—as Powell puts it—"supports the economy across a broad range of people."
The reality is something different. As Petrou notes, the "perverse effect" of Fed policy has been to create "acute inequality and resulting risks to both growth and financial stability."
The Mythical "Wealth Effect"
How did this happen?
Since the 2008 financial crisis and the Great Recession, the Federal Reserve has increasingly ratcheted up its efforts to increase liquidity and drive down interest rates. This is done as part of an effort to prop up the financial sector. It is assumed that a robust financial sector will grease the wheels of the economy overall and that the wealth in the financial sector will somehow trickle down to the rest of the economy via a theoretical "wealth effect."
Specifically, to do this, the Fed engages in quantitative easing, in which it purchases government bonds and financial assets. These assets are placed in the Fed's portfolio in exchange for dollars, which then flow into the financial sector. This raises the prices of financial assets while lowering yields and interest rates. It also increases the money supply.
Since the Great Recession began, the Fed has added more than $8 trillion in assets to its portfolio—which means trillions of dollars have poured into banks and nonbank financial institutions.
[Read More: "Financialization: Why the Financial Sector Now Rules the Global Economy" by Ryan McMaken]
As Petrou notes, the effect of this policy has been extremely beneficial for the wealthy. Because so much money has been injected into the financial sector, stock prices have skyrocketed, and the prices of other assets—especially real estate—have soared.
Petrou shows that if we look at the data, however, we find that this economic boon hasn't done much for those who don't already have robust stock market portfolios and real estate assets. That is, the lower half of the US in terms of wealth and income. In fact, from 2001 to 2016, the median wealth of Americans in the bottom 80 percent of income earners has fallen.
According to Petrou's analysis, as stock prices and real estate prices have climbed, the economic prospects of many ordinary people have remained flat, or worse. She notes that from 2010 to 2020, employment growth was unimpressive and that during this period "Fed intervention led only to the slowest economic recovery in modern memory." She writes:
US economic growth was at best lackluster before COVID and the "full" employment about which the Fed was wont to brag was in fact less impressive when labor-participation rates and other factors are carefully considered.
On the eve of the 2020 financial collapse, the US's economic recovery could only be described as "fragile" and disappointing for anyone who wasn't in the top quintiles of earnings and wealth.
Soaring prices in stocks cannot be shown to have benefited those who don't own many stocks. Moreover, since the Great Recession, housing prices were largely flat among lower-priced homes in middle American markets. The benefits of asset price inflation in housing is felt far more in expensive coastal cities, where the wealthy own higher-priced real estate.
How Ultralow Rates Punish Ordinary Savers
In addition to asset price inflation is the problem of yield chasing, fueled by ultralow interest rates. This doesn't just leave low- and moderate-income families behind as asset price inflation does. Ultralow interest rates actually punish ordinary, conservative savers who lack the wealth or sophistication necessary to gain the benefits of high-risk yield chasing in the markets.
Banks and hedge fund managers have access to many tools to take on higher risk and seek out the corners of the market where higher interest offers a better yield. So, ultralow interest rates still leave Wall Street a variety of options. Most ordinary families don't have those options.
Petrou explains:
Ultra-low rates fundamentally eviscerated the ability of all but the wealthy to gain an economic toehold; instead they lead investors to drive up equity and other asset prices to achieve their return … but average Americans hold little, if any, stock or investment instruments. Instead, they save what they can in bank accounts. The rates on these have been so low for so long that these thrifty, prudent households have in fact set themselves back with each dollar they save. Pension funds are just as hard-hit meaning not only that average Americans can't save for the future, but also that the instruments on which they count for additional security are unlikely to meet their needs."
Moreover, as banks and other lending institutions searched for higher yields, they lost their interest in lending to regular people:
As a result [of QE], the Fed's ultra-low rates led to the yield-chasing that propelled financial markets ever higher even as regulated financial institutions changed their business model from taking deposits and making loans to average households to one betting on stocks and offering loans and other services to wealthy households, financial markets, and giant corporations. Ultra-low rates failed to trickle down to low-, moderate-, and even middle-income households.
This is not due only to interest rate policy, however. Petrou also explains how banking regulations after the Great Recession have further driven banks away from lending to small businesses and ordinary borrowers. Federal regulation has further fueled a strengthening of megabanks, which are better able to meet regulatory benchmarks. Community banks, meanwhile—which serve smaller markets and small-time borrowers—are increasingly disappearing. Consequently, wealth continues to be centralized in Wall Street.
Petrou presents all of this information using evidence from countless quantitative studies from a variety of sources, including the Bank of International Settlements and even some member banks of the Federal Reserve System. Hundreds of footnotes enable the reader to follow these reports back to their sources and see for themselves what has happened: Fed policy has done wonders for billionaires and hedge fund managers. The data suggests others have clearly done less well.
Petrou's book certainly has its shortcomings. The book's monetary policy discussion doesn't begin until chapter 5, nearly sixty pages in. Before that, the reader must slog through an overly long discussion about the evils of inequality. Petrou's discussion on digital currency appears to be out of place, and her conclusions are not terribly convincing. And the final quarter of the book is a laundry list of recommended regulations and changes that amount to little more than tinkering with monetary policy. That is, this book is far too timid in calling for any real restraint on Fed power.
But as a resource for quantifying the results of the Fed's unconventional monetary policy, this book is valuable indeed. There is a well-researched and well-detailed hundred-page core in this book that shows in a dozen different ways what should be regarded as undeniable at this point: the Fed is a force for impoverishment, economic stagnation, and inequality.

The Political Alchemy Called Modern Monetary Theory
Per Bylund
The new kid on the economics block is something called modern monetary theory. The name is new, but the "theory" is not.
Proponents adamantly claim that it is both new and a theory of economics. To make it appear this way, they dress the ideas in unusual-sounding jargon and use rhetorical tricks. For example, instead of presenting actual arguments or responding to direct questions, they present a circular flow of deepities. To top it off, they, at least in my humble experience, usually lack fundamental economic literacy. This can make rebutting their nonsensical claims a challenge and, as a result, debates with this crowd typically go nowhere.
In order to figure out what exactly they are claiming—beyond the deepities—I decided to acquaint myself with the prominent proponents. I read "founder" Warren Mosler’s so-called white paper on MMT, but it’s not very helpful: there is little by way of theoretical explanation, other than redefining if not obscuring the meaning of common concepts in economics. Mosler also seems overly eager to move from explanation to instead argue for his preferred policies.
I hoped for (and got) more from listening to a TED Talk by Dr. Stephanie Kelton, an economist and professor at Stony Brook University who was the senior economic advisor to Bernie Sanders’ presidential campaign and author of The Deficit Myth (reviewed by Bob Murphy here). TED Talks are only fifteen minutes long, but it turned out to be a very painful experience.
It’s All about Spending
Judging from Kelton’s presentation, MMT boils down to a description of how the fiat currency system works under a central bank. Kelton explains:
MMT provides an accurate description of how a fiat currency like the US dollar or the British pound actually works. It reminds us that we are no longer on a gold standard, so finding the money to pay for the things we need is never an issue for countries like the US or the UK.
The implication of having a monetary monopoly is that the “[t]he federal government can never run out of money” (all quotes are from Kelton’s talk unless otherwise stated). This is obviously true, but only because Kelton (and MMT) does not distinguish between money in the real sense (the valued medium of exchange, i.e., purchasing power) and the currency issued by government and banks (the dollars or pounds, whether physical or digital). But that’s not always true. For example, the government of Venezuela was not running out of bolívars, but from this it did not follow that the currency would retain its purchasing power (as, obviously, it didn’t) or even retain its status as money (which it also didn’t). Venezuela is one recent example, but the claim is universal. (For more examples, see Zimbabwe/Zimbabwean dollar or the Weimar Republic/papiermark.)
So, in a strict sense, it is certainly true that the federal government “can afford to buy whatever is available or for sale in its own currency.” However, while proponents of MMT often emphasize and extrapolate from the word “afford” to make it appear as if there were no end to government spending, it is really “for sale in its own currency” that is key. This means there is indeed a limitation. Kelton realizes this but fails to mention it until the very end. Her point here is to delink government spending and taxation:
If you got a $1,400 check from the federal government earlier this year, or if your company received money to help cover payroll and other expenses, then you received some of the newly minted digital dollars that were created to support our economy. No taxpayers were involved in that process. It was all done using nothing more than a computer keyboard.
This too is not false; it only tells one side of the story. The point Kelton is making is that government need not worry about deficits, because they are paid in the government’s own currency. Yes, we have heard this before; it is nothing new. The problem is that it is based on a fundamental mistake: confusing the unit for its meaning to users or, if you will, thinking a currency is money. By talking about one, and the creation of more of it, yet referring to the other, thus assuming it remains largely unaffected, Kelton can state the following about deficits:
Here's what I see. I see what's happening on the other side of the government's ledger. When the government spends more than it taxes away from us, it makes a financial contribution to some other part of the economy. Their red ink is our black ink.
Yes, you read it correctly: when government runs a deficit it is a contribution to society. Government creates new money for which it purchases infrastructure, teacher salaries, electric vehicles, etc. Thus, private businesses get the new money as revenue—they (presumably) earn a profit—while the government provides society with needed services. The result is, if we believe Kelton, more jobs and income for people while they get more services from government. We get something for nothing.
What about Price Inflation?
With deficits being a nonissue, the political problem is not to balance budgets. After all, according to MMT logic, a balanced budget would deprive society of the benefits that the deficits offer. Instead, policymakers have a moral duty to maximize the “contribution” to society as long as doing so does not have negative consequences for society. As Kelton puts it,
Congress should be focused on keeping inflation in check. That's the real limit on spending, and it's the thing to watch out for if you're thinking of spending trillions on things like infrastructure, healthcare, and free college.
This is basically the same scheme as monetarists argue for, that the money supply should be increased to lubricate and support the growing economy—but not so much that it affects the price level. MMT takes this idea and greatly inflates it (pun intended) by adding that government deficits are not harmful—they are instead, if used wisely, a double benefit. As long as the price level remains largely unchanged (or, I presume, price inflation is kept at a “low” level, such as “only” 2 percent per annum), more can be squeezed out of the economy.
Government can and should do this to the extent possible, but the deficits also offer a means for reform, if not restructuring of whole economy, that should not be wasted.
[E]very deficit is good for someone. The question is, for whom? And what are those deficits used to accomplish? It matters how the money is spent and who ends up with the resulting surplus.
Indeed, money is not neutral, so it benefits whoever happens to receive it. This is another MMT twist that they use to their advantage. The argument does not rely on increasing the money supply helicopter-money style, so they need not assume it has no effect on the structure of the economy. On the contrary, MMT argues that the money should be used by government on specific investments—typically infrastructure, healthcare, schools. Because the money is spent on those things, businesses will be incentivized to create supply that facilitates those investments. As a result, the economy is force nudged to do the “right” things. (We are at this point deep into normative territory, i.e., ideology; there is no semblance of positive theory left.)
What about the Economy?
So far, the MMT story does not seem to relate at all to the real economy. It is pure magic: more currency means more jobs, greater government services, a higher standard of living. Does this mean MMT simply ignores the fact that the actual economy is a matter of allocating scarce resources toward valuable ends? Not quite. It only greatly downplays this fact by ignoring much of the implications.
Kelton refers to the problem of Congress's directing the “contribution” of deficits as resourcing. Here comes the real economy:
Congress should be asking, how will we resource it? To answer that question, think of people, factories, equipment, and raw materials like wood and iron. If we're going to build high-speed rail, fix crumbling infrastructure, and green our economy, then we’ll need concrete, steel, and lumber; we’ll need construction workers, architects, and engineers; we’ll need companies that can fill thousands of orders for solar panels, EV charging stations, and electric school busses. If our economy has the productive capacity to quickly supply all of those things, then we can easily resource it. Or take healthcare or free college. Paying the bills to expand Medicare to include dental, vision, and hearing is easy. The challenge is making sure we have enough dentists, optometrists, and audiologists to treat everyone who needs care. And if you want to resource free college, then you need the faculty, the classrooms, the dormitories to teach and house more students. In a full employment economy, all of the resources you need are, well, fully employed. There is no spare capacity anywhere in the system.
So, finally, we get to the real issue and the reason why proponents of MMT believe they can get something for nothing: there are idle resources, assets that are not currently used in production processes. Because those resources are not productive, government’s deficit investments will incentivize those sitting on the resources, whether individuals or businesses (or government agencies?), to surrender them to the productive efforts so that society can make productive use of them.
But this poses several problems that those arguing for MMT seem unaware of. First, that idle resources are not actually just sitting there, but are idle for a reason. They are idle because this is what their owners consider to be their highest-valued use. It is a mistake to assume that an asset that is not right at this moment used in some production process is not part of a greater production plan. In fact, most production includes some degree of waiting, maturing, or search for the proper timing.
Consider a newly distilled whiskey that sits “idle” in a cask for a decade. This is not waste, but part of the production process of ten-year-old whiskey, which is a different good with much greater expected value to consumers. Production takes time, which means we cannot at any specific moment determine what would be the best use of resources. This includes resources that do not appear to be used at all but are in fact owned and therefore directed toward some end. Timing is an important aspect of production that proponents of MMT, in their urgency to maximize only the present, fail to realize. Much entrepreneurship fails not because there is no value in what they offer but because the timing is not right—they are either too early or too late.
It is also true that we want resources to be held in reserve for future uses. If we use everything to 100 percent in the present, there is no possibility of attempting new and more valuable productions. After all, government investments in infrastructure (or anything on the MMT wish list, for that matter) are not an effective way to generate innovations. Valuable innovations are created by entrepreneurs seeking new ways to satisfy consumers and thereby earn profits. MMT’s shifting of resources toward public works means we may not get the solutions to those grand challenges that we have no solutions for today. The quest to maximize the present, whether or not it turns out successful (and it likely will not), sacrifices both the near and distant future.
Joseph Schumpeter put this clearly in Capitalism, Socialism and Democracy (p. 83):
[W]e are dealing with a process whose every element takes considerable time in revealing its true features and ultimate effects, [so] there is no point in appraising the performance of that process ex visu of a given point of time; we must judge its performance over time, as it unfolds through decades or centuries. A system—any system, economic or other—that at every given point of time fully utilizes its possibilities to the best advantage may yet in the long run be inferior to a system that does so at no given point of time, because the latter’s failure to do so may be a condition for the level or speed of long run performance.
I doubt Schumpeter’s genius will sway any proponent of MMT, however. To them, nobody is alive beyond the immediate present.
It Is Not about the Economy, but about Glorious Government
Kelton’s argument comes down to believing that whatever government does is right. Yes, she argues that it is important that the deficits end up in the "right" hands, but simply notes that this is the real task for Congress. Okay, but what if politicians do not invest in the “right” things? Or what if those things are right for some but wrong for others? Kelton doesn’t say, but I suppose she would refer to some vague notion of public good or what society “needs.” But this question cannot be avoided, because it strikes at the core of MMT’s failure.
The whole argument, as Kelton presents it, asserts that government needs to get idle resources into production. Whatever the reason they currently appear idle to Kelton and others is of no concern: government, they assume, will put those resources to better use. True to form, proponents of MMT tend to focus on only idle resources, which makes a cleaner point. But they overlook that changing the incentives will also shift resources from already productive uses to those productions that are on the MMT wish list.
What they are really saying here is that entrepreneurs, investing their own property for the chance of earning profits, but at the risk of losing everything if consumers dislike their offering, overall do a worse job allocating productive resources than politicians investing deficits that need not be paid off. This is a very problematic assumption. Just noting the different incentives for entrepreneurs and politicians is enough to fundamentally question what MMT proposes.
Add to this that government’s track record in creating public goods that are of actual value to people and that do not waste resources is nothing short of dismal. Then add the public choice aspect to the whole thing, that politicians have their own interests and therefore may not pursue the public good even if they know it. The assumption that government will fix the economy and increase our standard of living beyond what entrepreneurs can do is unbearably naïve.
I do not think these problems matter much to proponents of MMT, however. Because it is not a theory of how the economy works and so does not concern itself with worldly things like production, innovation, entrepreneurship, scarcity (other than as potentially causing inflation), or time. It is a pseudoreligious conviction that anything is possible and that the one and only solution is always Glorious Government.

Using the "Natural Interest Rate" In Setting Monetary Policy Is an Impossible Dream
Frank Shostak
"The ideas of economists and political philosophers, both when they are right and when they are wrong, are more powerful than is commonly understood. Indeed the world is ruled by little else. Practical men, who believe themselves to be quite exempt from any intellectual influence, are usually the slaves of some defunct economist."
–John M. Keynes
It is held by many commentators that the Fed’s monetary policy, which is aimed at achieving price stability, is the key factor for attaining stable economic growth.
It is also held that what prevents the attainment of price stability is the fluctuations of the federal funds rate around the neutral interest rate, also known as the natural interest rate.
The natural interest rate, it is held, is one that is consistent with stable prices and a balanced economy. What is required, then, is that the Fed successfully steer the federal funds rate toward the natural interest rate.
It is held that once the Fed brings the federal funds rate in line with the natural interest rate, price stability and economic stability are likely to emerge.
Note that this framework has its origins in the eighteenth-century writings of the British economist Henry Thornton. The Swedish economist Knut Wicksell further articulated this framework of thinking in the late nineteenth century.
In fact, it is safe to suggest that the current framework of central bank operations throughout the world is based to a large degree on Wicksellian writings.
Now, if what we are suggesting is valid, obviously, then, what is required to understand the rationale of central banks actions is the writings of Knut Wicksell.
Knut Wicksell’s Framework for Price Stability
The heart of Wicksell’s framework is the natural interest rate, which Wicksell defined as,
A certain rate of interest on loans which is neutral in respect to commodity prices, and tend neither to raise nor to lower them. This is necessarily the same as the rate of interest which would be determined by supply and demand if no use were made of money and all lending were effected in the form of real capital goods. It comes to much the same thing to describe it as the current value of the natural rate of interest on capital.
Hence, according to Wicksell, the natural interest rate is the rate at which the demand for physical loan capital coincides with the supply of savings expressed in physical magnitudes.
In his framework, Wicksell makes a clear distinction between the interest rate that is formed in the financial market and the interest rate that is established in the market without money. According to Wicksell the natural interest rate is formed by real factors without money.
On this Wicksell wrote,
Now if money is loaned at this same rate of interest, it serves as nothing more than a cloak to cover a procedure which, from the purely formal point of view, could have been carried on equally well without it. The conditions of economic equilibrium are fulfilled in precisely the same manner.
In the Wicksellian framework, money only affects the price level. The effect of money on the price level is, however, not direct; it works via the gap between the market interest rate and the natural interest rate. If the market interest rate falls below the natural interest rate, investment is going to exceed savings, implying that the quantity of goods demanded is going to be greater than the quantity of goods supplied. Wicksell assumed that the excess in the quantity of goods demanded is financed by means of an expansion in bank loans.
This, according to Wicksell leads to the creation of new money, which in turn pushes the general level of prices higher. Conversely, if the market interest rate rises above the natural interest rate, saving is going to exceed investment, the quantity of goods supplied is going to outstrip the quantity of goods demanded, bank loans and the stock of money are going to contract, and prices are going to fall. Hence whenever the market interest rate corresponds to the natural interest rate the economy is in a state of equilibrium and there are neither upward nor downward pressures on the price level.
Again, deviations in the market interest rate from the natural interest rate set in motion changes in money supply and this in turn disturbs the general price level.
According to Wicksell,
If it were possible to ascertain and specify the current value of the natural rate, it would be seen that any deviation of the actual money rate from this natural rate is connected with rising or falling prices according as the deviation is downward or upward.
Wicksell held that since the supply of real capital is limited, whereas the supply of money is elastic, there is no reason to expect that the market interest rate is going to correspond to the natural interest rate. Hence, central authorities should steer the market interest rate toward the natural interest rate.
Furthermore, Wicksell maintained that to establish whether monetary policy is tight or loose, it is not enough to pay attention to the level of the market interest rate, but rather one needs to compare the market interest rate with the natural interest rate. If the market interest rate is above the natural interest rate, then the policy stance is tight. Conversely, if the market interest rate is below the natural interest rate, then the policy stance is loose.
How is one to implement this framework of thinking? The main problem here is that the natural interest rate cannot be observed. How can one tell whether the market interest rate is above or below the natural interest rate? Wicksell suggested that policymakers should pay close attention to changes in the price level. A strengthening in the growth rate of prices would call for an upward adjustment in the market interest rate, whilst a weakening in the growth rate of prices would signal that the market interest rate should be lowered.
Note that this procedure is adopted by all central banks. If the growth rate in the consumer price index is above a target set by policymakers, then the central bank is likely to lift its policy interest rate. Conversely, when the consumer price index is growing at a pace considered as too low, the central bank is likely to lower the policy interest rate.
The Real Interest Rate Cannot Be Established without Money
Would it be possible in a world without money, such as presented by Wicksell, to establish the level of the interest rate on the lending of present apples in return for potatoes in the future? In a world without money, all that one could ascertain is the quantity of present goods exchanged for the quantity of various future goods.
For instance, one present apple is exchanged for two potatoes in one year's time. Alternatively, one present shirt is exchanged for three tomatoes in one year's time.
There is, however, no way to establish the level of the interest rate that a lender of an apple receives from the borrower of this apple that repays the loan by means of potatoes. It is not possible to calculate the interest rate on the loan, since potatoes and apples are not the same goods. Likewise, we cannot establish the interest rate on the lending of the shirt for future tomatoes.
We can only establish that one present shirt is exchanged for three future tomatoes. However, we cannot ascertain the level of the interest rate. Only in a framework with the existence of money can the interest rate be established. The following example provides an illustration of the interest rate formation.
John the baker, who produced ten loaves of bread, sells these loaves for ten dollars. Now, according to his time preference, John the baker is ready to become a lender of the ten dollars in return for eleven dollars in one year's time.
Note that John the baker assigns a greater importance to the future eleven dollars versus the present ten dollars, otherwise he would not agree to become a lender of the ten present dollars.
According to the time preference of Bob the shoemaker, he is willing to borrow the present ten dollars in exchange for eleven dollars in one year's time. The shoemaker assigns a greater importance to having the ten dollars in the present versus the eleven dollars in one year's time.
Hence, both John the lender and Bob the borrower agree to enter the financial transaction because they are both expecting to benefit from it.
Observe that both the monetary factor and the real factor (time preferences) are involved in establishing the market interest rate, which is 10 percent. Note that the baker has exchanged the ten loaves of bread for money first, i.e., the ten dollars. He then lends the present ten dollars for the eleven dollars in one year's time. Again, the interest rate that he secures for himself is 10 percent. As far as the shoemaker is concerned, he pays the 10 percent interest rate to baker.
Note that without the existence of money, the baker cannot establish the required quantity of future goods that is going to equate to the interest rate of 10 percent. Note that only by means of money can the market interest rate be ascertained.
Given that in the world without money the real interest rate cannot be established, it follows that the natural interest rate cannot be established either.
Please note that according to Wicksell the natural interest rate is established in a world without money. Additionally, note that according to Wicksell the natural interest rate is established as the rate at which the demand for physical capital coincides with the supply of physical capital. However, the demand and supply of physical capital cannot be established, since capital goods are heterogeneous and cannot be added up to a total.
Consequently, it is not possible to separate the real interest rate from the market interest rate. There is only one interest rate, which is established through the interaction of individuals’ time preferences and the supply and demand for money.
We can thus conclude that economists’ and central bankers’ attempts to establish the natural interest rate should be regarded as an impossible task. In a free market, without the central bank no one would be required to establish whether the market interest rate is above or below this imaginary natural interest rate.
Conclusion
The essence of central bank policymakers' thinking emanates from the ideas of the late nineteenth-century writings of the Swedish economist Knut Wicksell. According to Wicksell, the key to economic stability is targeting the market interest rate to the natural interest rate. But as our analysis has shown, it is not possible to isolate the so-called natural interest rate. Policies that are aiming at reaching an unknown goal run the risk of promoting more rather than less instability.

Critical race theory is the belief that economic prosperity results from racial oppression, not individual wealth creation. This means CRT's supporters are fundamentally opposed to individual human rights.

如果濕熱下注膀胱,膀胱氣化不利,則會出現小便黃赤,淋漓不盡,小便渾濁,尿頻尿痛等症狀;
如果濕熱下注大腸,就會出現腹痛腹瀉、下利臭穢、肛門灼熱的症狀;
如果濕熱下注肝經,男性朋友會出現陰囊潮濕或破潰,私處瘙癢有異味,女性會出現外陰瘙癢,帶下顏色偏黃、質地粘稠、有腥臭味、月經提前、顏色暗紅且量多等症狀;
如果濕熱下注腎經,會出現遺精、腰腹沉重、心情躁煩、濕腳氣,以及小便黃赤、尿濁等症狀;
如果濕邪停聚於胸腹,就會出現厭食油膩、腹部脹滿、口苦口黏、厭食嘔惡等症狀;
如濕熱下注於大腸,出現大便臭穢、便秘等症狀,可口服三黃片等;
如濕熱下注於膀胱,出現尿頻尿急尿痛等症狀,可口服八正片、龍膽瀉肝片等;
