한국국가전략연구원 "전작권 전환을 새정부 임기 내로 앞당겨야(?)"

이상희(사진) 前 합참의장이 원장으로 재직 중인 ‘한국국가전략연구원’이 2025~2026년경으로 예상되는 전작권(전시작전통제권) 전환 목표 시기를 오는 5월 출범하는 새 정부의 임기 내로 앞당겨야 한다는 내용이 담긴 보고서를 발표했다.

 

 

‘파이낸셜타임스’ 보도에 따르면 한국국가전략연구원은 27일 <2017년 새 정부가 추진할 국가안보정책 방향에 관한 제언>이라는 제목의 보고서를 통해 “전작권 전환 시기가 지연될수록 우리 군의 자주국방 추진은 뒤처질 것”이라며 “전작권 전환을 신정부 임기 내를 목표 시한으로 추진해야 한다”고 제안했다(‘파이낸셜타임스’ 3월27일자 보도 인용).

 

보고서는 구체적으로 “한반도에서 북한 위협이 완전히 사라진 후 (전작권 전환을) 재논의하자는 주장은 지나친 대미 의존적 사고방식”이라며 “군 내부의 일부 젊은 장교층은 60년 이상의 미군주도 한반도 방위체제가 한국군의 자주성 약화와 전략·작전적 능력 부족을 초래한 근원적 요인으로 인식하고 있다”고 언급했다.

도대체 호남은 대한민국의 장례식 전문 지역입니까? 진도가 세월호 사고로 입은 피해만 해도 어마어마한 것으로 압니다. 세월호 유족들이 진도의 그 피해를 보상하기 위해 무슨 노력을 했나요? 말 몇마디로 고맙다고 하면 그만입니까? 호의가 계속되면 그걸 권리로 안다더니, 팽목항의 분향소를 너무 오래 유지했으니 가급적 빨리 치워달라는 요구도 거부하고 있잖습니까?

 

도대체 세월호와 세월호 유족들이 호남과 무슨 관련이 있나요? 관련이 있다면 그들 때문에 호남이 어마어마한 부담을 짊어지고 피해를 입었다는 것뿐입니다. 그런데, 왜 부담과 피해를 짊어진 쪽에 계속해서 그런 손해를 감수하라고 요구하는 겁니까?

 

세월호는 명백한 교통사고입니다. 이 사실을 부인하는 사람들이 온갖 음모론과 루머 퍼뜨리면서 대한민국을 뒤흔들었습니다. 광화문을 점거해서 일종의 해방구를 만들어온 것이 햇수로 벌써 4년차입니다. 언제까지 이래야 하나요? (조선팝, 발췌)

‘박정희 경제신화 해부’ 저자, 박근호 일본 시즈오카대 교수

 

박근호 일본 시즈오카대 교수(54)는 지난 27일 경향신문과 만나 “박정희 정부의 정책이 그 자체로 한국의 고도성장에 기여했다고 말할 수 없다”며 “미국의 대아시아 정책이 빚어낸 필연적 귀결에 가깝다”고 말했다.

 

박 교수는 “‘한강의 기적’은 미국이라는 ‘보이지 않는 손’이 작동한 결과라고 보아야 할 것”이라며 “한국의 경제성장이 특수한 상황의 결과라는 점에서 한국을 개발도상국이 본받아야 할 일반 모델로 삼을 수도 없다”고 말했다. --경향신문 발췌

 

좌파 학자(?)들은 한때는 한국의 경제 발전이 박 대통령이 아닌, 일반 국민이 노력한 덕분이라고 억지를 부리더니, 이제 박근호라는 사이비 학자가 나타나 그것은 “미국이라는 보이지 않는 손” 덕분이었다고 망발을 하고 있다.

 

미국의 보이지 않는 손이 아시아에 작용했는데, 왜 그렇다면 우리보다 앞서 있던 필리핀에는 그 혜택이 가지 않았는지 대답해 주기 바란다. 또 미국의 보이지 않는 손이 그렇게 신통방통한 것이라면, 지금이라도 저개발 국가에 미국의 손이 뻗치기만 하면 그 나라 경제가 저절로 살아나는 것인가? 미국은 또 왜 그런 신비한 손을 갖고 있으면서 자국의 경제를 살리지 못할까?

변희재칼럼] 김진태까지 숙청 공언하던 인명진 퇴출, 김무성의 힘?

 

온갖 정치공작 들통, 김무성의 바른정당과의 야합에 최대 장애물

 

 

태극기 부대의 가시못인 인명진 자유한국당 비대위원장이 전격 사퇴를 발표했다. 인명진 위원장이 예전부터 대선후보 선출 이후 그만둔다고 공언했다는 설도 있고, 강성 친박의 저항에 밀렸다는 설도 있다.

 

그러나 인명진 위원장이 불과 하루 전인 28일 라디오 인터뷰에서 제 2차 친박청산을 단행하며, 김진태 의원까지 포함시킬 수 있다는 점을 암시해왔다는 점에서, 그의 전격 사퇴는 석연치 않다.

 

태극기 부대의 인명진 퇴출 집회와 시위에 지쳤다는 설도 있지만, 그간 인명진이 보여준 엽기적 행태로 볼 때, 그런 정도로 물러날 인물은 아니다. 오히려 대선후보 확정시, 김무성 등 바른정당 세력과의 연합에, 그의 지금까지의 정치공작이 장애가 되니, 그쪽의 압력에 의해 스스로 물러난게 아닐까 하는 추론이 더 적합해 보인다. 실제로 인명진이 퇴출된 바로 그 시간 김무성은 유승민 선대위원장으로 대선판 전면에 나섰다.

 

인명진은 비대위원장이란 감투를 쓰기 직전까지도 촛불집회에 매주 나가 희망을 봤다며, 거짓탄핵세력에 아첨해왔다. 또한 대통령 탄핵 이전에 벌써, 언론 보도만 보고 박대통령 하야를 촉구하는 기자회견도 열었다. 사드배치 찬성, 개성공단 퍼주기 재개 등등, 그의 행태는 김무성계도 아닌 오히려 문재인 등 친노좌익세력에 더 가까웠다.

 

이와 관련 지난 2월 22일 김무성 대표는 “인명진 목사가 최순실 사태 초기에 저의 지인들에게 ‘김 대표는 왜 새누리당에 머무르느냐. 당장 탈당하라’고 말했다”며 “지인들로부터 이를 수 차례 전해 들은 바가 있다”는 충격적인 증언을 했다.

 

2월 27일에는 바른정당 김학용 의원이 “당시 새누리당에서 비대위원장으로 영입하려고 했던 김진현 전 과학기술처 장관을 극구 만류한 뒤 무산시켰고, 결국 자신이 그 자리를 꿰차 앉았다"며 "자기가 비대위원장이 되기 위해 남을 못 가게 한 셈"이라고 폭로했다.

 

이에 대해 인명진이 전혀 반박을 하지 못하는 것으로 보면, 김무성과 김학용의 증언은 사실로 보인다. 상식적으로, 인명진은 김무성계에 탈당을 부추기고, 김진현 전 장관이 비대위원장에 가지 못하도록 막은 뒤, 자신이 그 자리를 차지한 것이다.

 

이랬을 때, 인명진 체제의 자유한국당이 김무성의 바른정당과 후보단일화 등등 연대를 논의할 수 있겠는가.

 

인명진은 자유한국당에 침투하여, 시작부터 태블릿PC진상조사위를 무산시키고, 탄핵반대 당론을 막야내고, 당로고에 횃불을 거는 등, 박대통령 탄핵을 마무리하는 위한 모든 작업을 완수했다. 또한 태극기 보수세력의 경선 참여를 저지하기 위해 경선 도중 룰을 바꾸며, 흥행 참패를 이끌어냈다. 김무성과 김학용의 증언으로 볼 때, 그는 친이계나 김무성계와의 공조를 한 것도 아니다.

 

이제껏 능수능란한 정치공작으로 탄핵까지는 완수했지만, 결국 다시 김무성계에 막혀 잠시 자리를 피하는 것이 아닐까.

 

인명진 사태는 단순히 인명진 하나 물러난다고 끝난 것이 아니다. 최소한의 자유민주주의적 원칙과 이념이 없는 정당은, 친노좌익 세력 단 한명만 침투해도, 대오 전체가 무너질 수 있다는 중대한 교훈으로 삼아야 한다.

 

그 점에서 자유한국당 평당원들이 주최하는 30일 목요일 오전 11시 40분, 인명진 퇴출 환영 기자회견도 예정대로 진행한다. 또한 자기 개인의 논문표절 건을, 자유한국당 당비로 미디어워치에 5건의 소송을 걸어놓은 점에 대해, 인명진과 박맹우 사무총장에 대한 횡령, 무고죄 소송도 계속 추진하여, 인명진에 부역한 세력에 대한 심판을 끝까지 마무리 하겠다.

"The most effective way of making everybody serve the single system of ends toward which the social plan is directed is to make everybody believe in those ends. To make a totalitarian system function efficiently, it is not enough that everybody should be forced to work for the same ends. It is essential that the people should come to regard them as their own ends."[p.171]

 

Berit's comment: Ponder that statement. It helps explain the significance of universal service-learning. Like socialist youth in Nazi (National Socialism) and Communist countries, all must embrace the new ideology. Those who don't -- the intolerable dissenters -- must be silenced.

 

The next section elaborates:

 

"Although the beliefs must be chosen for the people and imposed upon them, they must become their beliefs, a generally accepted creed which makes the individuals as far as possible act spontaneously in the way the planner wants. If the feeling of oppression in totalitarian countries is in general much less acute than most people in liberal countries imagine, this is because the totalitarian governments succeed to a high degree in making people think as they want them to."[p.171]

 

The strategies that accomplish this mental change include numerous subtle and obvious forms of propaganda. Schools, the media, children- and youth-service teams, corporations, etc.... every source of propaganda must share the same vision. Though totalitarian, it will be designed to sound noble, compassionate and fair to all. Yet the result with be the exact opposite.

 

Ponder this warning from Dr. Thomas Sowell's review of Road to Serfdom:

 

"At the heart of the socialist vision is the notion that a compassionate society can create more humane living conditions for all through government 'planning' and control of the economy...

 

 

"The rule of law, on which freedom itself ultimately depends, is inherently incompatible with socialism. People who are free to do as they wish will not do as the economic planners wish. Differences in values and priories are enough to ensure that. These differences must be ironed out by propaganda or power, if socialism is to be socialism. Indoctrination must be part of the program, not because socialist want to be brainwashers, but because socialism requires brainwashing.

 

"Idealist socialist create systems in which idealist are almost certain to lose and be superseded by those whose drive for power, and ruthlessness in achieving it, make them the "fittest" to survive under a system where government power is the ultimate prize.... The issue is not what anyone intends but what consequences are in fact likely to follow."

 

In his article, aptly titled "A Road to Hell Paved with Good Intentions," Sowell points out that "Marxism as an ideal continues to flourish on American college campuses, as perhaps nowhere else in the world." Collectivist visions appeal to academic idealists and others who ignore the lessons of history.

 

 

"....all propaganda serves the same goal—that all the instruments of propaganda are coordinated to influence the individuals in the same direction.... The skillful propagandist then has power to mold their minds in any direction he chooses, and even the most intelligent and independent people cannot entirely escape that influence if they are long isolated from all other sources of information. President Obama took control of this change process by transferring workers from the private sector (corporations, private enterprise...) to the government service sector. With the controlled media on his side, the masses are not exposed to contrary facts.

 

"...even the striving for equality by means of a directed economy can result only in an officially enforced inequality—an authoritarian determination of the status of each individual in the new hierarchical order—and that most of the humanitarian elements of our morals, the respect for human life, for the weak, and for the individual generally, will disappear....

 

"The moral consequences of totalitarian propaganda which we must now consider are, however, of an even more profound kind. They are destructive of all morals because they undermine one of the foundations of all morals: the sense of and the respect for truth.

 

"...in order to induce people to accept the official values, these must be justified, or shown to be connected with the values already held by the people, which usually will involve assertions about causal connections between means and ends. ...people must be brought to agree not only with the ultimate aims but also with the views about the facts and possibilities on which the particular measures are based.[p.172]

 

Al Gore's battle against a mythical man-made global warming crisis illustrates this point. Globalist change agents agree that a worldwide crisis is needed to persuade humanity to embrace all the costly restrictions and regulations of government controlled "sustainable development." So they are willing to ignore facts and embrace myths and pseudo-science in order to reach their goal.

 

 

"We have seen that agreement on that complete ethical code, that all-comprehensive system of values which is implicit in an economic plan, does not exist in a free society but would have to be created....

 

"And while the planning authority will constantly have to decide issues on merits about which there exist no definite moral rules [apart from the Bible], it will have to justify its decisions to the people—or, at least, have somehow to make the people believe that they are the right decisions....

Few traits of totalitarian regimes are ... so characteristic of the whole intellectual climate as the complete perversion of language....

Dr. Karl Mannheim... warns us that 'a conception of freedom modeled on the preceding age is an obstacle to any real understanding of the problem. But his use of the word freedom is as misleading it is in the mouth of totalitarian politicians. Like their freedom, the 'collective freedom' he offers us is not the freedom of the members of society but the unlimited freedom of the planner to do with society what he pleases....[pps.174-175]

 

 

"In this particular case the perversion of the meaning of the word has, of course, been well prepared .... by many of the theoreticians of socialism. But 'freedom' or 'liberty' are by no means the only words whose meaning has been changed into their opposites to make them serve as instruments of totalitarian propaganda. We have already seen how the same happens to 'justice' and “law,' 'right' and 'equality.' The list could be extended until it includes almost all moral and political terms in general use.

 

"... the confusion becomes worse because this change of meaning of the words describing political ideals is not a single event but a continuous process, a technique employed consciously or unconsciously to direct the people....

Stanford University Professor Steven Schneider illustrates it well. He said,

 

 

"On the one hand, as scientists, we are ethically bound to the scientific method, in effect promising to tell the truth, the whole truth, and nothing but--which means that we must include all the doubts, the caveats, the ifs, ands, and buts. On the other hand, we are not just scientists but human beings as well. And like most people, we'd like to see the world a better place, which in this context translates into our working to reduce the risk of potentially disastrous climatic change.

 

 

"To do that, we need to get some broad based support, to capture the public's imagination. That, of course, entails getting loads of media coverage. So we have to offer up scary scenarios, make simplified, dramatic statements and make little mention of any doubts we might have... Each of us has to decide what the right balance is between being effective and being honest."

 

This applies even to fields apparently most remote from any political interests and particularly to all the sciences, even the most abstract.

 

"That in the disciplines dealing directly with human affairs and therefore most immediately affecting political views, such as history, law or economics, the disinterested search for truth cannot be allowed.... These disciplines have, indeed, in all totalitarian countries become the most fertile factories of the official myths which the rulers use to guide the minds and wills of their subjects...." According to US President Trump's strategic advisor Steve Bannon, the "Judeo-Christian West is collapsing, it is imploding. And it's imploding on our watch. And the blowback of that is going to be tremendous".

 

The impotence and the fragility of our civilization is haunting many Europeans as well.

 

Europe, according to the historian David Engels will face the fate of the ancient Roman Republic: a civil war. Everywhere, Europeans see signs of fracture. Jihadists seem to be leading an assault against freedom and against secular democracies. Fears occupy the collective imagination of Europeans. A survey of more than 10,000 people from ten different European countries has revealed increasing public opposition to Muslim immigration. The Chatham House Royal Institute of International Affairs carried out a survey, asking online respondents their views on the statement that "all further migration from mainly Muslim countries should be stopped". In the 10 European countries surveyed, an average of 55% agreed with the statement.

 

Mainstream media are now questioning if "Europe fears Muslims more than the United States". The photograph used in the article was a recent Muslim mass prayer in front of Italy's monument, the Coliseum. In echoes of the capture of the great Christian civilization of Byzantium in Constantinople, Sunni Islam's most prominent preacher, Yusuf al Qaradawi, declared that the day will come when Rome will be Islamized.

 

 

Do civilizations die from outside or inside? Is their disappearance the result of external aggression (war, natural disasters, epidemics) or of an internal erosion (decay, incompetence, disastrous choices)? Arnold Toynbee, in the last century, was adamant: "Civilizations die from suicide, not by murder".

 

"The contemporary historian of ancient Greece and ancient Rome saw their civilisations begin their decline and fall, both the Greeks and the Romans attributed it to falling birth rates because nobody wanted the responsibilities of bringing up children," said Britain's former chief rabbi, Lord Sacks.

 

Everywhere in Europe there are signs of a takeover. Muslim students now outnumber Christian students in more than 30 British church schools. One Anglican primary school has a "100 percent Muslim population". The Church of England estimated that about 20 of its schools have more Muslim students than Christian ones, and 15 Roman Catholic schools have majority Muslim students. In Germany as well, there are fears of a massive Muslim influx into the school system, and German teachers are openly denouncing the threat of a "ghettoization".

 

France saw 34,000 fewer babies born last year than in 2014, a new report just found. The number of French women having children has reached its lowest level in 40 years. A low fertility rate has become a plague all over Europe: "In 1995 only one country, Italy, had more people over 65 than under 15; today there are 30 and by 2020 that number will hit 35." Welcome to the "Greying of Europe".

 

Additionally, if it were not for Muslim women, France would have an even lower birth rate: "With a fertility rate of 3.5 children per woman, the Algerians contribute significantly to the growth of the population in France", wrote the well-known demographer Gérard-François Dumont.[1]

 

Thanks to Muslim migrants, Sweden's maternity wards are busy these days.[2]

 

In Milan, Italy's financial center, Mohammed is the top name among newborn babies. The same is true in London, in the four biggest Dutch cities and elsewhere in Europe, from Brussels to Marseille. It is Islam, not Christianity, that now saturates Europe's landscape and imagination.

 

Meanwhile, Europe's leaders are almost all childless. In Germany, Angela Merkel has no children, as British prime minister Theresa May and one of France's leading presidential candidates, Emmanuel Macron. As Europe's leaders have no children and no reason to worry about the future (everything ends with them), they are now opening Europe's borders to keep the continent in a demographic equilibrium. "I believe Europeans should understand that we need migration for our economies and for our welfare systems, with the current demographic trend we have to be sustainable", said Federica Mogherini, the European Union representative for foreign affairs.

 

The Battle of Tours in 732 was the high-water point of the Muslim tide in Western Europe. If Christians had not won, "perhaps," wrote Edward Gibbon, "the interpretation of the Koran would now be taught in the schools of Oxford, and her pulpits might demonstrate to a circumcised people the sanctity and truth of the revelation of Mahomet". Does that sound familiar these days?

 

Islamists take culture and history more seriously than the Westerners do. Recently, in Paris, an Egyptian terrorist tried to strike the great museum, the Louvre. He planned to deface the museum's artwork, he said, because "it is a powerful symbol of French culture". Think about an Islamic extremist shouting "Allahu Akbar" while slashing the Mona Lisa. This is the trend we need to start reversing.

As Trump gets ready to renegotiate NAFTA and impose tariffs on companies looking to outsource production to Mexico, a new study from MIT and Boston University suggests that industrial robots, not Mexico, may be the bigger factor contributing to the high levels on unemployment in the Midwest.

 

Entitled "Robots and Jobs: Evidence From US Labor Markets," the authors of the study found that the addition of 1 robot per 1,000 workers results in an 18-35 bps reduction in the employment-to-population ratio and 25-50bps reduction in wages. 발췌
